CDBG Updates & Announcements
2020-2024 Consolidated Plan public hearing will now be online only
In an effort to comply with Governor Holcombs announcement, while also doing our part to limit public interactions, the public hearing for the 2020-2024 Consolidated Plan will now be held in only an online format. The online hearing will still take place from 3 to 4 p.m. ET on Tuesday, March 17.
Below is all the information to join the online public hearing:

The Office of Community and Rural Affairs and the Indiana Housing and Community Development Authority will be collecting comments during the hearing. To effectively facilitate online commenting, individuals that wish to comment must use the raise hand function. (For a short demo of the WebEx raise hand function, watch this video [ [link removed] ].) Once an individual has raised his/her hand, the individual will be called on by the facilitator in order, unmuted and asked to comment. Individuals will only be allowed to comment once and have a maximum of three minutes to speak.

[email protected]>The written comments will allow the respective agency time to seek any comment clarification if needed.

2020 Round 1 Public Hearings
The Office of Community and Rural Affair is now allowing communities to host thetwo required public hearings prior to *the submission of the full application.* A public hearing prior to proposal submission is no longer required. The *application deadline* has alsobeen extended to *11:59 p.m. ET,Sunday, May 31, 2020.*
This change allows OCRA and applicants to continue to meet the regulatory requirements set by 24 CFR 570.431, which states applicants for CDBG funds must hold a minimum of two public hearings prior to the final application deadline.
If communities have questions related to holding public hearings or notification requirements, we encourage you to reach out to the Public Access Counselor [ [link removed] ].
OCRA will continue to monitor the situation and evaluate its policies and due datesfor this and other programs, over the coming weeks.
