Project description: The City of Duluth is preparing an AUAR for an approximately 80-acre area on the site of the former Central High School near Central Entrance and H. Courtney Drive in the City of Duluth, St. Louis County, Minnesota. Two development scenarios will be evaluated as part of the AUAR which include a business park scenario consistent with the City’s adopted Comprehensive Plan, and a mixed residential and commercial use scenario.

Project description: The proposed maximum development scenario would construct a business park consisting of buildings with a combined area of up to 942,000 square feet. Project components include construction of commercial, warehouse/office buildings, parking areas, access roads, sanitary sewer and potable water services, and stormwater management ponds. Portions of the AUAR Study Area are currently used for light industrial, storage, and open space.

Project description: The City of Rosemount has updated the AUAR for the UMORE Study Area. This is the second AUAR update and approximately 715 acres of the 4,900 acres study area has now received development approval.

Notice of Public Hearing - Dodge County Wind (20-865; 20-866; 20-867)
Notice description: The Public Utilities Commission (Commission) must approve a certificate of need before the project can be built. Dodge County Wind submitted the certificate of need application in IP6981/CN-20-865. The Department of Commerce has prepared an environmental assessment for this project. The environmental assessment is studying the potential human and environmental impacts of the proposed project and alternatives, as well as ways to address impacts. The environmental assessment will be issued at the end of November, 2023. After the public hearing, the Commission reviews all the information in the record, including written comments and comments received at the public hearings. The Commission's final decision on the certificate of need for this project is expected by summer, 2024.

Notice of Public Information and Environmental Report Scoping Meetings
Notice description: NOTICE that the Minnesota Public Utilities Commission (PUC) and Minnesota Department of Commerce will hold a public information and environmental report scoping meeting on the certificate of need application and application for minor alteration to the route permit issued in docket number 08-1474 filed by Northern States Power Company, doing business as Xcel Energy, Central Minnesota Municipal Power Agency; Great River Energy; Otter Tail Power Company; and Western Minnesota Municipal Power Agency (CapX2020 Brookings Owners or Applicants) for their proposed Brookings County - Lyon County and Helena Hampton Second- Circuit Project. The purpose of the meeting is to provide information to the public about the proposed project and the state's certificate of need process and the process being used to obtain route approval through an alteration to an existing route permit for the Brookings County - Hampton 345 kilovolt transmission line.

Fish kill reports
Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers. For more information regarding fish kills in Minnesota see the Department of Natural Resources. Call the Minnesota Duty Officer at 651‐649‐5451 or 800‐422‐0798 to report fish kills.

The EQB Monitor is published every Tuesday at noon. Submissions to the EQB Monitor are due by 4:00 p.m. on the Tuesday one week prior to the intended publication date.
