There isn’t much time left before Congress goes into recess and returns home for the holidays. On December 14th, the House of Representatives are scheduled to take their leave followed by the Senate on the 20th. The Senate will return first on January 8th, followed by the House the next day.

Here is what Congress is debating in December:
Biden's Supplemental Boondoggle
On October 20th, Biden proposed a $106 billion supplemental spending package <[link removed]> that, if passed by Congress, would be money spent in addition to whatever
money Congress approves for fiscal year 2024.

In addition to the $113 billion of U.S. taxpayer dollars Congress has already sent to Ukraine, Biden’s supplemental is asking for an additional $61.4 billion for Ukraine, and another $13.4 billion for open border policies.

Funding for Ukraine has lacked proper oversight, and leaked documents <[link removed]> have demonstrated that corruption is a major problem in Ukraine. In spite of this, Biden’s supplemental has no provisions to ensure proper accounting of Ukraine funds that were already sent nor does it include a plan for what success looks like.
To make matters worse, a faction of Senate Republicans who initially supported the House’s Secure the Border Act (H.R. 2) have reversed track and are now working with Democrats to include fake “border security” measures that Joe Biden is requesting in his supplemental request. This “border security” would include none of the provisions of H.R. 2 that the House passed over the summer.

Instead of closing loopholes and securing the border, the Senate’s border proposal is shaping up to be more of the same: throwing more money at the problem, without actually fixing the root problems. In short, it’s exactly what Biden wants—more money without policy changes that deter illegal immigrants from coming across an open border.

Heritage Action has been clear: H.R. 2 is the ONLY solution that will effectively secure the border. Chuck Schumer could easily bring the House-passed H.R. 2 up for a floor vote, but instead, he is holding our national security hostage by trying to attach this fake “border security” funding at the behest of Biden’s supplemental request.

We need your help. Call your Senators and tell them that you will accept nothing less than a secure border, and H.R. 2 is the ONLY solution to fix the crisis Joe Biden created.

Slash the Spending
Congress has until January 19th before a portion of the government runs out of funding, and until February 2nd before the other half does too. House Republicans advocated for this staggered expiration schedule to encourage debate and passage of multiple spending bills, and avoid a single bloated omnibus bill.
Congress needs to negotiate appropriation bills to fund the government. If the House can pass their remaining appropriations bills, it sets up conservatives for a strong negotiating position as any appropriation bills coming out of the Democrat-controlled Senate will not have the same policy wins. Conservatives should remain laser focused on cutting bloat and returning the spending trajectory back to pre-Covid levels.
Reprioritizing National Defense
After Roe v. Wade was overturned by the Supreme Court’s Dobbs decision, the Biden administration made it their priority to continue their crusade against life…even if it means violating the law.

The mission of the Department of Defense (DoD) is to “provide the military forces needed to deter war and ensure our nation’s security.” But DoD Secretary Lloyd Austin, in keeping with Biden’s agenda, issued a memo illegally circumventing Congress to provide servicemembers and their families with money for elective abortions and associated costs (travel, lodging, etc…)

While the House has passed a National Defense Authorization Act (NDAA) that repeals this memo <[link removed]>, the Senate has refused to support the House’s
efforts. Both chambers are now locked in negotiations over the provisions of the NDAA and whether a measure repealing Secretary Austin’s abortion memo will be included.

Your elected representatives in the House and Senate need to know that the American people do not want their tax dollars to pay for abortions and that you expect them to take a stand for life.

Countering China
Congress must also use the National Defense Authorization Act (NDAA) to seize opportunities to counter threats from the Chinese Communist Party.
In the midst of NDAA negotiations, various common sense measures countering China are being omitted. The most important of these provisions would begin to tackle the massive problem of U.S. capital freely flowing into China with few restrictions, little oversight, and minimal prohibitions.

Heritage Action President, Kevin Roberts writes in a recent press release: <[link removed]>
“The pensions and savings of millions of Americans are literally financing China’s military buildup. Nevertheless, reports indicate that efforts by House Financial Services Chairman Patrick McHenry may succeed in blocking the Senate’s bipartisan Outbound Investment Transparency Act, which would begin scrutinizing these problematic investments in China.”
Failing to pass any of these provisions, especially restricting outbound investments, would be a gift to the Chinese Communist party at the expense of the American people. It’s time we stop funding our own destruction and prioritize our national security over Wall Street.
