MESSAGE FROM CATHERINE
These past few months, my office and I have been hard at work addressing crucial issues in our District. From advocating for safer neighborhoods to championing transparency and accountability in our city's nonprofits, we continue to fight for safer streets, improved services, and the livelihoods of our small businesses.
This October, we honored the late Senator Dianne Feinstein who served in the US Senate for over three decades. During that time, she inspired many through her tenacity, dedication to public service, and trailblazing career. Along with the rest of the State and San Francisco, I’ll miss Senator Feinstein whom I was privileged enough to call a mentor and friend.
Earlier this month, we hosted the Asia-Pacific Economic Conference (APEC) summit, which brought several heads of state as well as an estimated 30,000 people to San Francisco. The event was a significant occasion for the city, showcasing our capacity for hosting international gatherings and promoting global cooperation. I’m proud of how San Francisco came together to ensure the summit was a resounding success.
I’m excited about the initiatives and projects we have in store for the coming months. Your support and engagement are crucial in shaping our shared vision for a resilient and inclusive San Francisco that we are all proud to call home.

Nonprofit Monitoring and Evaluation
Earlier this week, I attended the Board of Supervisors’ Rules Committee to present my legislation aimed at enhancing accountability in the city's partnerships with contracted nonprofits. Currently, the city maintains contracts with over 600 nonprofits across various departments, amounting to approximately $1.7 billion in annual funding for the delivery of municipal services. The proposed bill will centralize responsibility under the City Controller's office to establish consistent performance criteria and requirements, ensuring measurable objectives. It will also mandate fiscal audits for organizations that receive more than $750,000 in city funds.
This initiative underscores our commitment to prudent allocation and accountability for every taxpayer dollar. It also emphasizes our expectation that nonprofit partners uphold the highest standards of performance and accountability. As San Francisco faces tough economic challenges and rising dissatisfaction with local government, the city must ensure that nonprofits are run efficiently and effectively, with a focus on delivering measurable and tangible results. I’m proud to say that my colleagues on the Rules Committee voted unanimously to support my ordinance.
Safer San Francisco Initiative
I am pleased to have joined Mayor Breed in introducing

Safer San Francisco . This ballot initiative’s aim is to provide the police force with necessary resources, streamline officer operations, and protect community safety from potential Police Commission interference. This measure prioritizes public safety, empowers officers to spend more time in the community, and makes the Police Department more agile while safeguarding civil liberties. I'm proud to support a Safer San Francisco with Mayor Breed.
Extending the San Francisco Reentry Council
On October 17th, I introduced legislation to extend the San Francisco Reentry Council's sunset date by five years. Established in 2008, the Reentry Council coordinates local efforts to support justice-involved adults and formerly incarcerated individuals. As one of the 24 members, I believe the Council’s work is essential for ensuring that those reentering society have the necessary resources for success. These resources include housing assistance, legal aid, employment and training services, and support for those suffering from the disease of addiction. This legislation will keep the Council active until at least 2029.
Recognizing Domestic Violence Awareness Month
I was honored to recognize October as Domestic Violence Awareness Month and am grateful for the unanimous support of my colleagues for my resolution.
I’m beyond grateful for organizations like the SF Domestic Violence Consortium, Asian Women’s Shelter, The Riley Center, GLIDE, Black Women Revolt Against Domestic Violence, the Cooperative Restraining Order Clinic, and so many more who are supporting domestic violence victims and survivors each day.
Thank you to Beverly Upton for helping organize the rally along with Mayor London Breed, District Attorney Brooke Jenkins, City Attorney David Chiu, SFPD Chief Bill Scott, Sheriff Paul Miyamoto, and Supervisor Rafael Mandelman for your continuous support as we work together to end this epidemic.
Domestic violence is a public health crisis, causing significant physical, emotional, and economic harm to victims, their families, and the community as a whole. San Francisco is not immune to this epidemic. Our community partners and law enforcement officers field thousands of calls for help each year.

Autumn Moon Festival
I had the privilege of participating in the Autumn Moon Festival kick-off with the San Francisco Chinatown Merchants Association and the local community. The event highlighted the exceptional vibrancy of our Chinatown with entertainment and delicious cuisine that delighted all attendees.
SFCDMA Annual Gala
I had a great time at the San Francisco Council of District Merchants Association's (SFCDMA) annual gala where we paid tribute to our first responders and community benefit districts. As SFCDMA represents the various merchant associations throughout the city, I want to thank them for their leadership in advocating for and protecting our commercial corridors.

As a fellow Italian American, it brought me joy to witness Dr. Fauci being named the honorary Grand Marshal for this year's 155th Italian Heritage Parade!
Standing with Kaiser’s 75,000-Strong Striking Workers
I stood in solidarity with the 75,000 Kaiser workers of SEIU-UHW who went on strike, advocating for improved working conditions and fair compensation for their life-saving efforts. I am pleased to announce that a historic tentative agreement for a new contract has been reached by Kaiser's workers. This agreement will enhance patient safety and make crucial investments in the healthcare workforce. Thank you to all the laborers who played a crucial role in making this achievement possible!
Italian Heritage Parade
It’s always a joy to celebrate Italian heritage with the community every October at the Italian Heritage Parade, the longest continuously running parade in the United States. Thank you to the organizing committee for always making this event a huge success!

It was a delight to celebrate 140 years of Salvation Army SF’s incredible impact! I’m deeply grateful for the tireless efforts of both the organization and its program, The Way Out SF, which is helping our community. Way Out SF is a recovery-focused homeless initiative that is designed to restore lives and inspire change through a Recovery System of Care.

District 2 Housing Information Session
How San Francisco builds housing and how we change local rules on land use stemming from bills at the state level have been central issues of 2023. To answer questions about current and prospective legislation as well as their potential impacts in D2, my office will host an information session focused on our housing crisis on Wednesday, December 6th!
Housing experts from SF Planning and the Office of the Mayor will discuss the status of the housing crisis in San Francisco, analyze roadblocks to reaching our city’s Regional Housing Needs, and explain ongoing policy solutions focused on delivering the level of housing needed locally.

MOHCD Community Engagement Forum

Laguna Street Outfall Rehabilitation Project Update
The Laguna Street Outfall Rehabilitation Project will repair and rehabilitate the aging outfall structure to ensure the city’s combined sewer system can continue to do its part in protecting public health and the environment. The project is anticipated to be under construction in mid-to-late 2024 and complete work by late 2025.

How San Francisco builds housing and how we change local rules on land use stemming from bills at the state level have been central issues of 2023. To answer questions about current and prospective legislation as well as their potential impacts in D2, my office will host an information session focused on our housing crisis on Wednesday, December 6th!
Housing experts from SF Planning and the Office of the Mayor will discuss the status of the housing crisis in San Francisco, analyze roadblocks to reaching our city’s Regional Housing Needs, and explain ongoing policy solutions focused on delivering the level of housing needed locally.

MOHCD Community Engagement Forum
Join the Mayor’s Office of Housing and Community Development (MOHCD) and the Office of Economic and Workforce Development (OEWD) on Tuesday, December 5th, 5:30 - 7:30 PM, at George Washington High School (600 32nd Avenue) for a Community Engagement Forum. Laguna Street Outfall Rehabilitation Project Update
The Laguna Street Outfall Rehabilitation Project will repair and rehabilitate the aging outfall structure to ensure the city’s combined sewer system can continue to do its part in protecting public health and the environment. The project is anticipated to be under construction in mid-to-late 2024 and complete work by late 2025.
