Representative Adriano Espaillat Touts "Investing in America" Programs Benefiting New York's 13th Congressional District
As the Biden-Harris Administration works to deliver on generational investments in our nation, including the implementation of the American Rescue Plan, the Bipartisan Infrastructure Law, the Inflation Reduction Act, and the CHIPS and Science Act, several opportunities will be announced to showcase how these historic laws are changing lives for the better in communities in New York's 13th congressional district and around the nation.
Upcoming "Investing in America" funding and award announcements will be made starting this week. The the Department of Energy will also rollout an announcement of $275 million for projects to strengthen clean energy supply chains and accelerate domestic clean energy manufacturing in nine former coal communities across the nation. These critical investments from the Biden-Harris Administration impact our communities today and will continue to benefit families for many years to come.
This Week: November 27th - December 1st
1. Revitalizing Coal Communities through Expanding Clean Energy Manufacturing
Target Date: November 27
Description: The Department of Energy announced $275 million through the Bipartisan Infrastructure Law for seven projects to accelerate domestic clean energy manufacturing at nine locations in former coal communities across the nation. Each project positions the U.S. to enhance its global competitiveness and national security by building domestic supply chains for existing and emerging technologies, built with American labor and materials. These projects will leverage over $600 million in private sector investments into small- and medium-sized manufacturers and create over 1,400 high-quality, good-paying jobs in cutting edge technologies. This announcement is part of the White House’s Monday supply chain announcement.
2. All Stations Accessibility Program Notice of Funding Opportunity
Target Date: November 28
Description: The Department of Transportation announced a $350 million funding opportunity from the All Stations Accessibility Program (ASAP). The ASAP program provides funding to upgrade the accessibility of legacy rail fixed guideway public transportation systems (e.g., subway, commuter rail, light rail) for persons with disabilities, including those who use wheelchairs, by increasing the number of existing stations or facilities that are fully accessible.
3. Passenger Ferry Grant Awards
Target Date: November 30
Description: The Department of Transportation will announce $220 million in FY2023 awards from the Passenger Ferry Grant Program and Ferry Service for Rural Communities Program. The Passenger Ferry Grant Program provides funding to improve the quality of existing passenger ferry services, support new passenger ferry services and repair and modernize ferry boats, terminals, and related facilities and equipment. The Ferry Service for Rural Communities program provides funding for capital, operating, and planning expenses for ferry service to rural areas.
4. NOAA Climate Science Funding Awards
Target Date: November 30
Description: The National Oceanic and Atmospheric Administration (NOAA) will award $7.2 million in funding from the Inflation Reduction Act to external partners and NOAA collaborators to improve climate projections that will help communities, businesses and industries better plan for the future. The funding will support 13 projects that will help communities take actions to reduce damage and losses from future weather and climate extremes.

5. FY24 Pacific Coastal Salmon Recovery Fund NOFO
Description: The National Oceanic and Atmospheric Administration (NOAA) will make available $106 million for the Pacific Coastal Salmon Recovery Fund, through the Bipartisan Infrastructure Law and Inflation Reduction Act. The fund was established by Congress in 2000 to reverse the declines of Pacific salmon and steelhead, supporting conservation efforts in California, Oregon, Washington, Idaho, and Alaska. This funding will help prevent the extinction of the 28 listed salmon and steelhead species on the West Coast.
6. Emergency Drought Relief for Tribes
Description: The Department of Interior’s Bureau of Reclamation will make available $12.5 million from the Inflation Reduction Act to fund near-term drought mitigation actions for Tribes affected by the operation of a Bureau of Reclamation water project.
7. Canal Improvement Projects
Description: The Department of Interior’s Bureau of Reclamation will announce awards to design, study, and implement projects to cover canals with solar panels. This practice has the potential to reduce water evaporation, increase renewable energy deployment, and preserve working and natural lands.
Spotlight: DOE Announces $275 Million for Projects in Nine Former Coal Communities
This week, the U.S. Department of Energy (DOE) announced $275 million for seven projects to strengthen clean energy supply chains and accelerate domestic clean energy manufacturing in nine former coal communities across the nation. Each project positions the U.S. to enhance its global competitiveness and national security by building domestic supply chains for existing and emerging technologies, built with American labor and materials.
Thanks to the President’s Bipartisan Infrastructure Law, these projects will leverage over $600 million in private sector investments into small- and medium-sized manufacturers and create nearly 1,500 high-quality, good-paying jobs in cutting edge technologies. The portfolio of projects will address critical clean energy supply chain vulnerabilities by supporting key materials and components for energy storage for grid and transportation uses, wind energy, and energy efficient solutions for buildings.
