John,

It’s been just over a month since we lost 18 parents, children, cousins, friends, and neighbors in Lewiston, Maine, to a senseless act of violence. Our communities are grieving, and we’ve lost a feeling of safety that we used to have at restaurants, schools, concert venues, and places of worship.

Over the last month, we’ve come together to process this immense tragedy. And as I said on the floor of the U.S. Senate the day following the tragedy, there will be a time for us to enact policy solutions to help prevent further acts of violence.

That time for policy discussion is now.

There is no single perfect solution to prevent acts of gun violence. Universal background checks, red flag laws, and robust mental health systems are all steps toward a solution. But the tragedy in Lewiston has shown us that we must look to the weapons and what about their engineering and functionality makes them so deadly.

This is why Senator Martin Heinrich of New Mexico and I are proud to introduce legislation to limit access to these dangerous weapons. The Gas-Operated Semi-Automatic Firearms Exclusion (GOSAFE) Act takes a pragmatic approach to protecting our communities from mass shootings while still defending the constitutional right to own a firearm for hunting, sporting, or self-defense.

Our legislation is focused on how large-capacity, semi-automatic weapons operate — regulating firearms like the one used to help eliminate the ability for gunmen to reload their weapons rapidly by limiting the number of rounds a gun’s magazine could carry. It also makes dangerous devices like bump stocks and Glock switches unlawful due to their ability to change weapons to fully automatic devices.

This bill isn’t changing our state or country’s proud history of responsible firearm usage. What it does do is protect people by curbing opportunities for dangerous individuals who are looking to commit mass shootings — and protect those who are a danger to themselves.

The issue of gun violence and common sense solutions isn’t partisan. This legislation is all about saving lives and ensuring that further instances of mass violence, like what we saw in Lewiston, won’t happen in other communities across our country.
