Dear John,

COP28 – the 28th UN Climate Change Conference – has started today in Dubai.

The two-week conference brings together world leaders, politicians and experts from 198 different parties to discuss the climate crisis on a global level.

This year, it will also include the first Global Stocktake, where states will assess the progress that has been made towards the Paris Agreement – a legally binding international treaty – to limit global average temperatures.

The climate crisis and human displacement are becoming increasingly interconnected.

  • Climate-related disasters triggered more than half of new displacements in 2022.

  • Nearly 60% of all refugees and internally displaced people are living in countries that are most vulnerable to climate change

  • Climate change is a ‘threat multiplier’, which magnifies many issues that lead to displacement, including lack of resources, loss of livelihoods and poverty.

How UNHCR is helping

UNHCR not only provides emergency aid to people displaced by the climate crisis – including shelter, blankets, cooking sets and cash grants – but we are also working on longer-term solutions. This includes installing flood defences and clean energy sources, as well as reforesting and reclaiming land.

Hajira Abdullaji, 33, and her 13-year-old daughter Ruweida stroll through the Dagahaley refugee camp, which is home to hundreds of recently arrived Somali refugees just like them.
