** Progress Across the Nation
------------------------------------------------------------
* Atlanta, Georgia, has cut homelessness by 50% since 2016.
* Washington, D.C., has reduced it by 47% since 2016.
* 14 communities have achieved functional zero ([link removed]) for at least one population.
* 64 communities now know who is homeless by name, in real-time — the critical first step in reducing homelessness across the entire community.

This progress didn’t happen by accident. Over 100 Built for Zero communities are working to end homelessness as we know it — and more than 50% have made measurable progress toward that goal.

** HUD Reiterates Role of Housing as a Social Determinant of Health and Critical to Advance Health Equity
------------------------------------------------------------
On November 16, 2023, the Biden-Harris Administration announced the U.S. Playbook to Address Social Determinants of Health ([link removed]) , a comprehensive set of actions to better social determinants of health (SDOH), which affect the health and well-being of all Americans. The Playbook highlights the importance of housing as a key driver of health outcomes and lifts up examples of how HUD programs like Choice Neighborhoods are supporting collaborative efforts to address social determinants of health.

In addition, the U.S. Department of Health and Human Services (HHS) has also announced a new Medicaid and Children’s Health Insurance Program (CHIP) Health-Related Social Needs (HRSN) Framework ([link removed]) . The Framework will help states support clinically appropriate and evidence-based interventions to support housing and nutrition needs for certain Medicaid enrollees, such as by providing medically tailored meals to pregnant and postpartum women, or helping individuals with chronic health conditions who are experiencing homelessness to find and obtain housing. Medicaid services provided under this Framework will complement existing HUD programs, including Housing Choice Vouchers and homelessness assistance grants.

** Housing First is a Matter of Health
------------------------------------------------------------
Managing a chronic illness while homeless can be an impossible challenge. This was the case for Rosa Williams, 60, who was living in her car while trying to manage stage 3 kidney disease and diabetes. “I went from living with my son to [living in] a hotel, and then I ran out of money and got very sick,” said Williams. “Just imagine me living in a car and being really sick with all my medications. It was horrible.”

Chronic homelessness is linked to poor health outcomes and higher risk of mortality. People experiencing homelessness often experience trauma on the street or in shelters, which creates long-standing adverse impacts. Having safe, stable housing is essential to a person’s health. Without a safe place to call home, it’s nearly impossible to focus on basic health and medical needs.
