WRI DIGEST

COP28 SPECIAL EDITION

The annual UN climate negotiations (COP28) kick off this week, running from
November 30th-December 12th in Dubai, United Arab Emirates. This year’s summit
is one of the biggest moments for climate action accountability to date.

The UN will conclude its first-ever “Global Stocktake,” which assesses progress
made since virtually all countries in the world adopted the historic Paris Agreement
on climate change in 2015. We already know the world is far off track from
achieving the Paris Agreement’s goals. Global temperatures continue to rise, while
floods, droughts, wildfires and other impacts grow increasingly severe. How
policymakers and others respond to the Global Stocktake at COP28 will
help determine whether the world confronts the climate crisis — or
continues to fall victim to it.

WRI’s experts are on the ground in Dubai. Throughout the next two weeks, they’ll
provide insights into the latest developments at COP28 and offer expertise on
what’s needed for a successful outcome. Check our COP28 Resource Hub regularly
to learn more about the UN climate negotiations, attend an upcoming event, and
stay in the loop on breaking news and analysis.

In the meantime, this newsletter offers a primer on the major issues at stake.

THE BASICS

Benchmarks for Success at COP28

UN climate summits are key moments to tackle the world’s greatest existential
threat. It’s the one time of the year when negotiators from all countries — as well as
leaders from business, government and civil society — come together to make
meaningful progress in the global battle against climate change.

A number of issues are on the table at this year’s COP28 summit. WRI’s experts
point to four essential areas for action: responding to the first “Global Stocktake”
with bigger and bolder commitments; transforming Earth’s systems — from food
and land use to energy to cities; building resilience to the increasingly severe
impacts of climate change; and delivering climate finance to the world’s most
vulnerable nations. Read more.

Explainer: What Is the Global Stocktake?

The Global Stocktake’s synthesis report was released on September 8th, and the news is grim: The world is far behind where it needs to be to curb climate change. But the Global Stocktake is more than just an assessment — it’s also intended to kick-start greater action, beginning at COP28. Read more.

How the World Can Still Hold Warming to 1.5 Degrees C

The Paris Agreement’s goal of limiting global temperature rise to 1.5 degrees C is important: Scientists warn that crossing this threshold will bring increasingly dangerous floods, droughts, wildfires and more. Yet WRI analysis shows that of 42 indicators of progress needed by 2030, only one — electric vehicle uptake — is on track. WRI’s State of Climate Action 2023 report points a path forward to keep the 1.5-degree target within reach. Read more.

Addressing Loss and Damage

Some impacts of climate change are so severe they simply cannot be adapted to — things like loss of homes, livelihoods and even lives. At COP27 last year, countries established a fund where wealthy nations would provide resources for vulnerable countries to address these “losses and damages.” Operationalizing the Loss and Damage Fund is a major task at COP28. Adopting a ‘Global Goal on Adaptation’

The Paris Agreement’s Global Goal on Adaptation aims to build all communities’ resilience to escalating climate threats. But eight years since its adoption, little progress has been made on its implementation. COP28 could change that. Read more.

Unlocking Finance for Climate Action

Article 2.1(c) of the Paris Agreement aims to align the world’s capital with climate action by “making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development.” Article 2.1(c)’s language is vague, but COP28 gives countries an opportunity to better define this section of the Paris Agreement and ultimately put it into action.
