CLEAN ENERGY INSIDER

REAMS REPORT

Dear Friends and Colleagues,

I hope you had a wonderful Thanksgiving with your loved ones.

This morning, Fox News published an op-ed ([link removed]) I co-authored with Rep. Tim Walberg (R-Mich.) highlighting why the Biden Administration’s electric vehicle (EV)-only approach will not successfully reduce global emissions. Not only is the United States heavily reliant on countries with poor labor and environmental standards – like China – for the components of EV batteries, but stifling American innovation and limiting consumer choice will do more to harm the environment than it will to help it. Check out CRES Forum’s white paper ([link removed]) exploring this topic, and read our full op-ed here ([link removed]) .

We are gearing up for the 28th U.N. Conference of the Parties (COP28) in Dubai, UAE. As you may know, in addition to my position at CRES, I also serve as Chair of the Conservative Climate Foundation (CCF). Since its inception, CCF has brought a Republican delegation to the COP, so Republicans can have a seat at the global table.

This year, we'll be taking senior House and Senate Republican staff to COP28 – alongside an official congressional delegation ([link removed]) led by the U.S. House Committee on Energy & Commerce – where we will have an opportunity to share commonsense, conservative solutions to leave the planet better than we found it – while strengthening our position as a global superpower and without crippling our economy. I will be on the ground in Dubai from December 4 to 11, so stay tuned for updates!

This afternoon, CRES Forum is hosting a briefing ([link removed]) for interested stakeholders and congressional staff on how Republicans can demonstrate American leadership on a global stage. We are convening a group of industry leaders with experience attending previous COPs, as well as a panel of staff, who understand the importance of a Republican presence at international conversations about climate policy. Reps. Garret Graves (R-La.) and Mariannette Miller-Meeks (R-Iowa), previous attendees of the COP and members of the Conservative Climate Caucus, will also give remarks about their work to advance conservative priorities. It’s not too late register: RSVP here ([link removed]) .

Sincerely,
Heather Reams
CRES President

WHAT CRES IS HEARING
House Energy and Commerce Chair Cathy McMorris Rodgers (R-Wash.) announced ([link removed]) she is co-leading a bipartisan Congressional delegation to the ‘Conference of the Parties’ (COP28) in Dubai: “American energy and environmental leadership matters. We need to build on this legacy — not shy away from it, especially on a world stage like COP.”
––
“No matter how good the bipartisan solution this committee and others enact to address climate are, our efforts will never be realized if the projects they support are never built due to permitting challenges or a slew of new EPA regulations” - Senator Shelly Moore Capito (R-W.V.) during a U.S. Senate Committee on Environment and Public Works hearing. Watch the full hearing HERE ([link removed]) .

WHAT CRES IS SAYING
About the Biden Administration’s EV-only approach...
“The government should not be picking winners and losers when it comes to reducing global emissions. If the administration continues to put all our eggs in the EV basket, it may actually result in higher emissions globally, and while vehicle electrification is an option, it is far from the silver bullet.” - CRES President Heather Reams and Rep. Tim Walberg (R-Mich.) in a Fox News op-ed, "Biden’s electric vehicle strategy is not the silver bullet to reduce emissions. ([link removed]) "
––
About CRES’ continued growth...
“With the addition of these great team members, CRES is creating robust policy, external relations, and grants management departments staffed by experts in clean energy who will produce impactful research, ideas, and partnerships to advance an all-of-the-above energy approach.” - CRES President Heather Reams in a statement welcoming new CRES team members. WHAT CRES IS DOING
[link removed]
CRES President Heather Reams discussed the value of an all-of-the-above approach to reducing transportation emissions on a panel at POLITICO Live’s event, “The Sustainable Future: Driving Toward Clean Fuel.” She highlighted the need for a technology-neutral strategy that strengthens the United States economy and national security, reduces emissions in the transportation industry, and diversifies our clean energy portfolio. Watch the full panel discussion HERE ([link removed]) .

WHAT CRES IS WRITING

Holding China Accountable through the NO GOTION Act ([link removed])
Reps. Darin LaHood (R-Ill.) and John Moolenaar (R-Mich.) are strengthening America’s national security and economic interests through their recently introduced NO GOTION Act. This legislation prohibits companies affiliated with the Chinese Communist Party and other adversaries from benefiting from tax credits included in the Inflation Reduction Act.

Senator Cassidy Leads Charge to Hold Foreign Polluters Accountable ([link removed])
Senator Bill Cassidy (R-La.) is advancing a new trade policy framework that would bolster U.S. supply chain security, enhance American competitiveness, and reduce global emissions. Senator Cassidy’s Foreign Pollution Fee Act would reward U.S. producers for their environmental performance while holding foreign polluters – like China – accountable. At the same time, he put forth an anti-carbon tax resolution to highlight why such a tax would be destructive to both American innovation and the U.S. economy.
