CHBA BC Heads to Victoria to Advocate for the Home Building Industry

Next week, CHBA BC will be in Victoria for "Legislature Day," which is an important opportunity for our members, staff and executive officers to engage directly with provincial government officials.

The association is expected to engage with over 40 Ministers and MLAs, collectively, to advocate for CHBA's priority policy issues including, streamlining approvals, increasing support for the CleanBC Better Homes New Construction Program and controlling the costs of building homes.

We're looking forward to sharing the results of these important meetings to advance the association's advocacy goals on behalf of our membership.

Provincial Government Announces New Standardized Designs

Last week, the BC government released the details of a new standardized design program for small-scale, multi-unit homes, such as townhomes, triplexes and laneway homes.

The designs are meant to be adopted by local governments and offered to builders and homeowners at a significantly below-market cost to expedite permitting and development. The Province says standardized designs are intended to streamline the permitting process to make it easier for local governments to give building permit approvals quickly and save builders and homeowners the costs of design services.

The government is now seeking a consultant team to provide advice on the development of the designs. You can read the full announcement here.

B.C. Government Expanding Speculation Tax to 13 More Municipalities

On Wednesday, the BC government announced residential property owners in 13 communities across the Okanagan and on Vancouver Island will now need to declare they qualify for an exemption to the speculation and vacancy tax.

They will need to declare for the first time in January 2025 based on how they used their property in 2024. Exemptions include primary residences, properties with a long-term tenant, and life events such as separation or divorce.

The B.C. government first introduced the tax in 2018 and it was initially expanded to six more communities for the 2023 tax year. The expansion announced Wednesday brings the total number of communities where the tax is applied to 59.

Last Chance for In-Person Learning in 2023: Residential Enclosure Retrofits: A Hands-On Experience

This new training course specifically focuses on the limitations and challenges contractors face when undertaking enclosure retrofits on existing homes. Unlike new builds, retrofits come with many challenges from unknowns, including as-built products and materials, occupied conditions, phasing limitations, and existing structural configurations. These challenges must be met with creativity, adaptation, and a strong knowledge of best-practice retrofit solutions.

This course is an interactive hands-on training that uses tabletop mock-ups, 3D graphics, and an open, interactive dialogue led by RDH Building Science professionals.

Spots are limited for hands-on engagement. All tools and materials required for hands-on training will be provided.

New Housing, Construction Labour Mobility Highlighted by Freeland in Fall Statement

This year's Fall Economic Statement from the federal government was touted to have quite a bit on housing, and it did, but as expected it was principally on affordable/social housing, with re-announcements of measures already in place to support housing affordability.

The government announced a modest set of new government programs to support homebuilding, with significant new financing through a renamed rental housing plan. Most of the other housing pledges reiterated previous announcements.
