The *Minnesota Department of Commerce *seeks to work with and facilitate connections with local and Tribal governments, utilities, businesses, communities and other entities interested in energy-related partnerships. The opportunities outlined below are funded by the Infrastructure Investments and Jobs Act (IIJA), the Inflation Reduction Act (IRA) and other state and federal programs.

Announcements: Department of Commerce Energy Programs

State Competitiveness Fund Programs - Upcoming Quick Response Deadline

The application deadline for the Quick Response Round of the State Competitiveness Fund is next Monday, November 27, 2023. ?The Quick Response round is for Match Program applicants who have already submitted a federal funding proposal. Those that have not already submitted a federal funding application and who wish to be considered for State Competitive Funds may submit their applications to the SCF Match Program by January 15, 2024. ?The application for each round is identical, and has 20 questions, primarily yes/no, or multiple-choice; responders should be prepared to provide information on the federal funding application they have made or intend to make.

Community Solar Garden Program

During the 2023 Legislative session, the Minnesota Legislature made changes to the Community Solar Garden statute:_ Chapter 60 - MN Laws. [ [link removed] ]_?

These legislative updates include sunsetting the ?Legacy? solar garden program, operated by Xcel Energy, which will close to new applications on December 31, 2023. ?The recently passed legislation establishes a new program to be administered by the Department. The new program will be called the Low and Moderate-income Accessible Community Solar Garden program (LMI-Accessible CSG Program). Details of the new program?s application requirements will be issued by the Department in January 2024. ?

The Department is issuing two separate processes to better understand potential interest in and perspectives on the LMI-Accessible CSG Program:

The Department is seeking to understand the volume of potential applicants to the new program during the 2024 program year and is issuing this NOI to assist with program planning for the upcoming year.? Potential applicants, including solar developers, community solar garden developers, and/or subscriber organizations who have already entered the Interconnection Application process and received a ?deemed complete? status for that application, are requested to respond.

Nine multidisciplinary expert teams in regions with several different climate types have been selected for negotiation to address hard-to-solve technical challenges of decarbonizing the U.S. housing stock. The multidisciplinary teams selected each consist of representatives from housing organizations and the building industry, building scientists, and program implementation experts.? Selections were made from responses to a recent National Renewable Energy Laboratory (NREL) RFP; the teams will be supported through the U.S. Department of Energy's (DOE's)?Building America [ [link removed] ]?Program. ?Teams will work closely with community-based organizations to identify technical integration issues and appropriate solutions for improving their existing housing stock.

The US DOE Water Power Technologies Office has released a $9.5 million funding opportunity to increase hydropower?s flexibility, allowing it to better balance the variability of resources such as wind and solar on the power system.* Between 4 and 7 awards of between $750,000 and $4 million are anticipated. *The opportunity will fund projects in three topic areas:

*Topic Area 1: Hydropower Hybrids Demonstration*

Up to $4 million for projects that demonstrate hydropower hybrid configurations, such as a hydropower facility paired with another type of generation or with an energy storage resource.

*Topic Area 2: Technologies to Increase Flexibility*

The DOE Industrial Efficiency and Decarbonization Office (IEDO) has announced a $38 million funding opportunity to support cross-sector?industrial decarbonization technology projects, advancing strategies identified in the?Industrial Decarbonization Roadmap [ [link removed] ]?and supporting goals of the Industrial Heat Shot [ [link removed] ]?. Cross sector technologies are decarbonization-enabling components, equipment, and systems that underpin processes and products across the industrial sector.

Key themes of IEDO?s strategy for cross-sector technologies include:

* Transforming electricity into useful industrial heat cost competitively and without putting undue stress on the grid;

* Developing combustion systems that enable fuel switching to hydrogen and other low-carbon fuels;

* Developing systems for the onsite production, storage, delivery, and recovery of energy;

* Reducing barriers to the integration of low-carbon electricity with industrial loads;

* Improving the energy efficiency of industrial processes; and

* Reducing the GHG emissions from industrial water and wastewater treatment.

BIA Office of Trust Services, Division of Energy and Mineral Development (DEMD) has issued the FOA for the Tribal Energy Development Capacity (TEDC) grant program, which seeks to develop the Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on Federally recognized tribal land. DEMD expects to award 10-60 awards ranging from $10,000 to $1,000,000, for one-year projects.

Capacity developing activities include, but are not limited to:

* Establishing of organizational structure(s) and/or business entity structure(s) capable of engaging in commercial energy development or management activities, including leasing property, meeting lending requirements, participate in standard business contracts, and forming joint venture partnerships; such as development of interconnection, creating an energy office, and electric vehicle business structure planning;

* Establishing Tribal business charters under Federal law; corporations formed under Federal, state or Tribal incorporation codes; and Tribal utility authorities formed under Federal, state or Tribal codes;

* Developing or enhancing Tribal policies; enacting Tribal regulations for leasing of surface land for energy development pursuant to the HEARTH Act; establishing legal infrastructure for business formation; enacting ordinances to regulate or develop energy resources; and adopting a secured transactions code or a memorandum of understanding, compact, or letter of intent with the state to register liens attached pursuant to such a code;

* Developing weatherization planning and emergency response during heat and cold waves that may correspond to increased fuel costs and decreased accessibility to fuels; and development of strategies to plan for circumstances that put a significant financial and safety burden on Tribes.

The DOE has released application guidelines for Tribal governments to apply for $225 million in funding under the?Inflation Reduction Act?s Home Electrification and Appliance Rebate (HEAR) program. HEAR funds will provide rebates to low- and moderate-income households installing efficient electric technologies. Rebates for home electrification upgrades range from $840 to $14,000 per household. Rebate amounts vary depending on a household?s income, the total project cost, and the technologies installed. Multifamily and single-family buildings, including manufactured housing, may be eligible for rebates. Eligible households may be owner-occupied or rented.?

Once DOE has approved a Tribe?s HEAR application, the Tribe may launch its program and begin issuing rebates. DOE has also released the final funding amounts [ [link removed] ] individual Tribes will receive after DOE approves their applications, as well as an explanation of how it allocated the funds [ [link removed] ].

For many communities, organic waste streams present a variety of economic, environmental, and social sustainability challenges; waste streams include food waste, municipal wastewater sludges, animal manure, fats, oils, and grease. Permissible fuels from projects funded under this FOA could include renewable natural gas, partially upgraded biogas, hydrogen, biocrude, renewable diesel, renewable di-methyl-ether, or others. DOE seeks to fund RDD activities that will yield new communications and control technologies enhancing the security of the electric distribution system, particularly with respect to the grid?s capability to prevent, detect, and respond to inadvertent and/or malicious disruptions to critical information flows. Applicant eligibility is expected to be restricted to electric utilities as the Prime Recipient.
