A Progress Report on TALCB's Partnership with TWC?

Did you know TALCB partners with the Texas Workforce Commission to gain a further understanding of the impact of bias in appraisals? License holders, this is a resource to share with clients who may have questions or concerns over appraisal bias and fair housing.?

Next TALCB Meeting: February 23 in Austin

* License holders may earn continuing education credit for attending in person. The meeting time must be a minimum of two hours to earn credit.
* A TALCB vice-chair and secretary will be elected.
* Board Member Bolton nominated Board Member?*Mark McAnally [ [link removed] ]*?for secretary and Board Member?*Martha Gayle Reid Lynch [ [link removed] ]*?for vice-chair; the two currently hold those positions.

AMC National Registry Reporting Begins January 2024

AMCs must complete reporting by March 31, 2024. Appraisal Management Companies that do not comply will be unable to perform services on federally related transactions.

The current registry reporting period is January 1 to December 31.

Texas Takes the Lead in PAREA Participants

The Appraisal Institute (AI) launched its?*Practical Applications of Real Estate Appraisal [ [link removed] ]*?(PAREA) program on September 6. As of October, AI reported 16 Texans are enrolled?the most of any state in the country.

New Education Requirements, USPAP

The *current edition of the Uniform Standards of Professional Appraisal Practice [ [link removed] ]* (USPAP) is effective through 2023.?The*?new edition [ [link removed] ]?*becomes effective January 1, 2024, and there is no end date.

One of the notable?changes to the 2024 USPAP is an?update to the ETHICS RULE?related to nondiscrimination. USPAP prohibiting bias is not new, the addition makes that stance more explicit.?

Effective January 1, 2026, appraiser education will include topics on fair housing and appraisal bias. The Appraiser Qualifications Board adopted these changes in June:?eight hours of qualifying education and seven hours of continuing education on topics of valuation bias and fair housing laws and regulation, for all license types. Afterwards, license holders will be required to take a four-hour valuation bias course every two years.
