More evidence, less poverty

Dear John,

Last week we wrote to you about some of the key accomplishments from our last 20 years, and our current focus on catalyzing our efforts to ensure that evidence is used to create real-world impact.

Our Embedded Evidence Labs are a cornerstone of both.

IPA collaborates closely with government partners through our Embedded Evidence Labs, which work to institutionalize the use of data and evidence in public policy. We prioritize government collaboration to harness their capacity for reaching millions of people and mobilizing billions of resources.

Under this model, we are currently operating 16 labs across different ministries in 11 countries, including Colombia, Peru, Côte d’Ivoire, Ghana, Nigeria, Sierra Leone, Kenya, Rwanda, Uganda, Zambia, and the Philippines, with 8 more in the pipeline.

Through the Embedded Evidence Labs model, IPA embeds experts within government ministries. These experts support evidence generation agendas, strengthen data infrastructure, and facilitate the institutionalization of data and evidence. These efforts ensure sustained data and evidence usage beyond IPA's involvement.

The Labs are a key opportunity to build a culture of evidence-based decision-making and to support governments to make effective investments in policies and programs, thus leveraging their budgets to improve lives. Juan Hernández-Agramonte, IPA's Senior Director of Embedded Evidence Labs, describes this partnership as a co-creation approach that emphasizes genuine collaboration: "IPA and government counterparts work closely together, forming lab teams that combine technical expertise, institutional knowledge, insights into power dynamics, and engagement with key stakeholders. These collaborative efforts aim to equip our partners to implement more effective policies at scale."

For example, in Rwanda, IPA is collaborating with the Ministry of Education to assess learning at all levels of basic education and to improve teacher recruitment and retention. In Nigeria, we are supporting the Central Bank in strengthening data and evidence-based decision-making to protect consumers from unfair financial practices and promote informed financial choices.
