School choice legislation, House Bill (HB) 1, is on the floor of the Texas House of Representatives for debate and a vote Friday (tomorrow), November 17th! This legislation, by committee chairman Brad Buckley, is an omnibus bill creating and providing funding for education savings accounts (ESAs) with a tiered priority and universal eligibility.

The Texas Values Action legal and policy team shared our analysis before both the House and Senate committees on each chambers’ respective bills. Our efforts and testimony have focused on safeguarding the religious freedom of students, parents, and religious education service providers involved in ESA programs, and of raising awareness of the social and economic benefits of school choice for all Texas students.
As HB 1 is debated tomorrow, our legal and policy team will be monitoring for harmful amendments and working to ensure religious liberty protections are in place that are in line with state-based religious freedom protections and federal Free Exercise protections confirmed by the Supreme Court in Carson v. Makin, (142 S.Ct. 1987 (2022)).
