Puget Sound Salmon Recovery Council to decide on Puget Sound Acquisition and Restoration (PSAR) program 2025-2027 request for proposals

The Puget Sound Salmon Recovery Council will meet on Thursday, November 16, from 9:30 a.m. to 3:45 p.m., at the Rhodes Center, Fifth Floor Conference Room, 949 Market Street, Tacoma, WA 98402

All are welcome to attend the meeting. With the expiration of the Governor?s COVID-19 State of Emergency, masking for Partnership staff, board members, and attendees is voluntary. We continue to strongly support those who choose to wear a mask.

We?ll be providing an all-virtual livestream of this meeting, through TVW (link below). We highly encourage partners and other members of the public to use this virtual option, if possible, to reduce carbon emissions and to minimize COVID risks for everyone.??

Meeting highlights include:


* A presentation and discussion about legislative priorities for the 2024 state legislative session. Partnership staff will ask Salmon Recovery Council members to review preliminary results of an ongoing prioritization exercise in advance of an all-boards meeting on Nov. 30, at which time the boards will finalize their recommended prioritization for the Leadership Council's consideration in December. Presentation by Wendy Loosle, boards policy advisor at the Puget Sound Partnership.?


* A presentation and discussion about the Partnership's Shared Principles of Partner Respect and Engagement, a central guide and resource about the kind of conduct Partnership staff will exhibit in agency-sponsored meetings and expect others to reciprocate in that same spirit. This session will include discussion of the Core Principles in the document. Partnership staff will seek feedback from the Salmon Recovery Council members about the Core Principles. Presentation by Laura Blackmore, executive director of the Puget Sound Partnership, and Larry Epstein, deputy director of the Puget Sound Partnership.?


* A?presentation and discussion about the addendum to the regional chapter of the Salmon Recovery Plan. This session will include a presentation on the first draft of the addendum. Partnership staff will seek input from the Salmon Recovery Council on topics addressed within the addendum, including Tribal nations and treaty rights; environmental justice; strategic funding; collaborative implementation; and monitoring and adaptive management. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership; Lea Anne Burke, Tribal affairs manager at the Puget Sound Partnership; April Gassman, salmon permitting projects coordinator at the Puget Sound Partnership; Ashley Bagley, salmon policy advisor at the Puget Sound Partnership; and Annelise Del Rio, salmon scientist at the Puget Sound Partnership.?


* A presentation for decision about riparian funding allocation from the?Washington State Recreation and Conservation Office's Salmon Recovery Funding Board (SRFB). The SRFB approved $23.87 million in new, one-time riparian-specific funding, which will distributed through the regions. Partnership staff will ask the Salmon Recovery Council to select a one-time policy for distributing riparian funding to the lead entities. * A presentation?and decision about the draft Puget Sound Acquisition and Restoration (PSAR) program 2025-2027 request for proposals (RFP). Partnership staff will ask the Salmon Recovery Council to approve the RFP. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership, and Marlies Wierenga, PSAR program manager at the Puget Sound Partnership.?


* A presentation from the West Sound/East Kitsap Watershed on projects, successes, and current work. Presentation by Brittany Gordon, Natural Resource Coordinator at the Kitsap County Department of Community Development.


* A presentation from the Salmon Recovery Council's Accelerating Progress Committee. The committee is developing a suite of actions for the Salmon Recovery Council to accelerate the implementation of salmon habitat restoration projects in Puget Sound. Presentation by Kit Crump, member of the Salmon Recovery Council's executive committee and floodplain services supervisor, Snohomish County Department of Conservation and Natural Resources.?
