T-Minus Six Days Till Government Funding Deadline
There is less than a week before funding for the federal government runs out.The House has passed 7 of the 12 appropriations bills needed to fund federal operations, while the Senate has only passed 3.

Neither chamber is likely to pass all the necessary funding bills before the November 17th deadline. (And any differences in the House and Senate bills would need to be worked out in a conference committee and get passed in both chambers again, before being sent to the President).

Therefore, both chambers have already started discussing passage of a continuing resolution (CR) to fund the government at current levels until a later date — effectively buying time to come up with a funding plan.

Senate Democrats are working to craft a CR that could include billions for Biden’s spending priorities outside regular appropriations. Senate conservatives are planning to block this bill (by withholding the necessary unanimous consent) long enough for House Republicans to pass their own spending plan and send it to the Senate

The House is considering drafting a “laddered” CR – a creative approach to extend government funding and avert a disastrous year-end omnibus package. The laddered CR would extend the deadline for each of the 12 individual appropriations bills in two separate tranches. This aims to make a massive omnibus (12 appropriations bills in one) more difficult, achieving a disruption of Senate Democrats’ plans to jam through wasteful spending during the holiday season as is so common in the Washington DC swamp.

This CR would also deny Democrats’ attempt to attach Biden’s $105 billion supplemental request and further enable conservatives a path to decouple aid to Israel from Biden's attempt <[link removed]> to tie it to aid for Ukraine and money for broken immigration policies. Currently, the House’s plan is the best available option to disrupt Washington’s broken system and put Democrats on their heels. It sets Congress up to take on spending issues in smaller sizes — inviting the opportunity for greater oversight, accountability, and spending cuts.
Biden's Broken Border
Securing the border should not be a partisan issue. Border security is national security. But since Biden’s inauguration, he has implemented policies to open up the southern border and process illegal immigrants into the country.

In just two years, over 7 and a half million illegal immigrants from over 160 countries have crossed our southern border — a number larger than the entire state of Arizona. These illegal immigrants have been spread throughout the country by NGOs (Non-governmental organizations) with 431 of 435 congressional districts being impacted.

The cost of this illegal migration <[link removed]> is a staggering $150+ billion a year which even Left-wing cities can no longer ignore. The mayors of Chicago, Denver, Houston, Los Angeles, and New York City have together sent a letter to Biden <[link removed]> “requesting an urgent meeting with you [Biden] to directly discuss ways we can work with your administration to avoid large numbers of additional asylum seekers being borough to our cities with little to no coordination, support, or resources.”

In spite of these crushing pressures, the Biden administration refuses to change its policy to protect America’s sovereign borders.
The House has done its job by passing H.R. 2 - The Secure the Border Act - which would:



- End asylum fraud
- End “Catch and Release”
- Finish the border wall
- Increase CBP resources
- Mandate E-Verify
- Block amnesty



No amount of money will fix broken policies. The Senate must pass these fundamental policy changes and send them to the President’s desk. The House ought to continue to seek every opportunity to force the Senate to take this vote and secure our borders. But they cannot do this without your support.

Key Vote Alert
For a year now, <[link removed]> Coach Tuberville has placed a courageous hold on military promotions, preventing them from being approved en masse until the Department of Defense (DoD) reverses its illegal funding of abortions.

But recent efforts from Democrats and even a handful of Republicans are trying to temporarily rewrite the rules of the Senate to undermine Tuberville and process the promotions.

When Democrats don’t get what they want they will try and change the rules until they do. They tried it in 2022 when they took control of the Senate and attempted to eliminate the filibuster. Now they are doing it again by trying to alter how DoD nominations are confirmed.

This change would not only end one of the strongest displays of leadership in the pro-life movement but would also undermine the integrity of the Senate as an institution.

That is why Heritage Action has issued a KEY VOTE <[link removed]> against this resolution. How Senators vote on this issue will affect their legislative scorecard which tracks a member’s commitment to conservative policy and ideas.

The Weaponization of Government
SOS - Save Our Seniors

This week the House Ways Committee, led by Chairman Jason Smith (R-Mo.), held a hearing on Protecting Seniors and Savers From ESG Activism. ESG stands for the Environmental, Social, and Governance agenda. ESG represents a movement to weaponize Americans’ money against them by forcing their dollars into left wing initiatives.

For example, Biden’s Department of Labor <[link removed]> removed Trump era rules that prevented employers from considering ESG criteria when choosing investment funds for their 401(k) plans, thus reversing the fiduciary duty requirements of Congress's Employee Retirement Income Security Act of 1974.

Biden then doubled down by vetoing a bipartisan piece of legislation that would have undone his rule change—further enabling the politicization of more than 150 million America’s retirement funds.

Censorship Industrial Complex

This week, multiple bombshell reports were released documenting a total disregard for the First Amendment rights of Americans by the federal government. The first infraction comes from the IRS which has a history of politically targeted attacks against conservatives.

In this case, <[link removed]> the IRS has begun auditing the American Accountability Foundation (AAF) after it had exposed numerous Biden nominees for radicalism which forced many of them to withdraw their candidacies.

Even worse, on Monday a disturbing report was released by the House Judiciary Committee showing that the Cybersecurity & Infrastructure Security Agency (CISA) and the Global Engagement Center (GEC) coordinated with Stanford University, other “academic” institutions, and Big Tech companies to form an unholy alliance singularly dedicated to the censorship of free speech.

Unsurprisingly, the majority of content that was censored was conservative content which is a flagrant violation of the First Amendment.

A solution to this lies within the appropriation process. The power of the purse may be the most powerful tool that Congress has to affect change. When Congress appropriates money, it can specify what that money is for so that it isn’t used for ulterior purposes. Congress must use this power robustly to weed out the politicization of federal agencies by cutting the size and scope of the government.
Grassroots Win
In 2022, the Department of Education (DoE) issued a rule change to Title IX that would uproot the definition of “sex” from its biological foundation and replanted it in relativist soil to include “sex stereotypes, sex-related characteristics, sexual orientation, and gender identity.”

A second proposed rule was issued earlier this year which would have allowed men to participate in women’s sports teams at institutions that received federal funding. In both cases the grassroots responded with overwhelming opposition in the form of tens of thousands of public comments.

Both rules were scheduled to be finalized in May, but were delayed as a result of this opposition. The second deadline was supposed to be this past October, but the DoE again failed to meet this timeline owing to the mass of public comments it is still sorting through.

This displays the power of coordinated grassroots efforts. Biden’s radical agenda has been put on hold because people like you acted and made your voice heard.
We have an uphill battle to fight and numerous fronts to engage on. But your energy and coordination makes a difference as we work together to usher in a brighter future for our country.
