Over the past year, The Sentry has been quietly working on its newest program: examining, monitoring, and exposing corruption in both the east and west of Libya. What we’ve uncovered is “Libya’s Kleptocratic Boom.”

The Sentry’s first report on Libya warns of a massive surge in corruption and organized crime operations by Libya’s rulers—from theft of state assets to trafficking in drugs, fuel, and human beings. This rule by thieves has led to an economic spiral, crumbling infrastructure, and deadly threats to life, as the world witnessed in the catastrophic collapse of dams in Derna this year, when thousands were killed and whole neighborhoods were erased.

As these kleptocratic operations continue and grow, the risks are rising for a potential return to full-blown armed conflict, with significant threats to regional and international security.

International policy toward Libya has been to tolerate state-level corruption in favor of de-escalation and conflict mediation. But a corrupt bargain among kleptocratic leaders is no foundation for sustainable peace.

The Sentry’s report lays out a new framework for international policy toward Libya. It makes clear that policymakers can curb this kleptocratic boom before it fuels even more death and destruction by ending the policies of appeasement currently benefiting Libya’s corrupt leaders and their transnational criminal operations.
