Over 3000 people who were released from prison and placed in home confinement because of the Covid-19 pandemic are at risk of being sent back to prison because of cruel new legislation. Take three steps today to keep them home.
In March 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which allowed the Bureau of Prisons to transfer thousands of individuals serving sentences for low-level offenses out of life-threatening conditions in federal prisons to home confinement. Those individuals were then able to begin rebuilding their lives by returning to work, education, and caring for families. Recidivism among those placed on home confinement under the CARES Act is extremely rare.
Given the success of recipients of CARES Act home confinement and the public safety benefits of keeping families unified, in April 2023, the Department of Justice (DOJ) published a final rule allowing the over 3000 individuals who remained in home confinement to stay there even after the pandemic ended, rather than returning them to prison.
Now, some lawmakers are attempting to undo that rule with S.J. Res. 47, which would force over 3000 people to return to federal prisons. Time is of the essence – the Senate could vote as early as tomorrow . Take these three steps today to keep them home.
