Earlier this month, I led a delegation with members of our City Council ([link removed]) to Washington, DC to continue our momentum to bring more unhoused Angelenos inside, make Los Angeles safer, provide more resources to combat climate change and more.

This visit is proof of what locking arms can accomplish.

Our delegation returned back to Los Angeles ([link removed]) with millions of dollars for clean energy and new momentum to bring unhoused Angelenos inside. We look forward to continuing our relationships with the federal government – it's important that Los Angeles receives these investments as we confront some of our greatest challenges.

Meeting with Secretary Denis McDonough from the U.S. Department of Veteran Affairs to discuss ways to ensure that those who served our nation are being served by us here at home.


** Highlights after 10 months in office

My administration has been challenging the norm – whether it’s confronting the homelessness crisis or making Los Angeles safer.

If we find barriers, we knock them down.


** Urgent efforts on housing and homelessness
------------------------------------------------------------
Over the past ten months, more than 17,000 Angelenos have moved indoors – changing the status quo of housing and homelessness and knocking down barriers that keep Angelenos on the streets.

Inside Safe ([link removed])
28 operations have been completed under Inside Safe, which was launched to house Angelenos living in encampments and to prevent encampments from returning. ([link removed])

This is just one part of a comprehensive strategy to confront homelessness and dismantle the myth that Angelenos do not want to come inside.

More than 340,968 lbs of waste were disposed of during Inside Safe operations and there have been ZERO arrests made as we lead with housing and services.
Accelerating housing that costs less and delivers results
My first Executive Directive ([link removed]) has accelerated the review of more than 8,000 affordable housing units by cutting through red tape at City Hall and lowering the cost of building affordable housing.

We are working to make the Executive Directive permanent to ensure we build as much affordable housing throughout the City as possible.

Increasing Interim Housing Supply
Earlier this year, we led the effort to acquire the Mayfair Hotel to increase our supply of temporary housing while permanent housing is still being built. This is a crisis and we need to bring Angelenos inside as soon as possible. Purchasing this hotel will build on the success of Inside Safe by scaling up solutions to house Angelenos and lowering the costs of addressing this crisis.


** Los Angeles is open for business

The days of City Hall being a burden for businesses are over. Through Executive Directive 4 ([link removed]) , our City is supporting business creation, development and growth with the launch of a small business cabinet, and a taskforce designed to address the top issues businesses face.

More than 20,000 businesses have opened since I took office – making it clear that people want to grow and establish businesses in our city.

** Improving City Services
------------------------------------------------------------
Just this week, I signed Executive Directive 5 ([link removed]) to improve the customer experience of Angelenos requesting city services by decreasing wait times, enhancing the quality of the service and better communicating the result of service requests.

311 continues to respond to highly requested cases like bulky item removal, graffiti removal, streetlight outages, pothole repair and street sweeping requests. More than two million 311 service requests have been serviced since I took office.

** Creating a resilient and sustainable Los Angeles

We continue to move with urgency to create a resilient and sustainable city in the face of the climate emergency.

Whether it’s locking arms with our federal partners to deliver millions of dollars in aid to enhance our electric grid flexibility, improving the resilience of the power system against growing threats of extreme weather and climate change, and ensuring Los Angeles has access to affordable, reliable, clean electricity throughout all areas of the City.

I have also pushed to further electrify our transportation system, decarbonize power generation, and reduce greenhouse gas emissions from commercial and residential buildings. Read more about those efforts here. ([link removed])

** Keeping Angelenos Safe
------------------------------------------------------------
Our city is taking a new comprehensive approach to safety which includes ensuring LAPD has more resources to fight crime while making unprecedented investments in community-led approaches to increase safety and wellbeing.

Addressing Hiring and Retention at LAPD
Earlier this year, we worked on a contract with the union representing police officers, sergeants, detectives, and lieutenants at the Los Angeles Police Department in order to address the hiring and retention crisis at LAPD. In August, the LAPD said 1,048 people applied to the department, the largest number of applications in a single month since September 2020.

Stopping Smash and Grabs
My office joined with LAPD and our regional partners toaddress smash and grab robberies head on. ([link removed]) These efforts have led to a decrease in smash and grabs in our city and we have also secured $15.7 million in state funding to support the Los Angeles Police Department’s efforts to combat organized retail crime and make our streets safer.

Responding to crisis
We have made great strides with our CIRCLE (Crisis and Incident Response through Community Lead Engagement) program that provides an alternative unarmed response to non-emergency LAPD calls involving unhoused individuals in crisis through the deployment of trained mental health clinicians and civilian practitioners with lived experience.

Over the last 14 months, CIRCLE has effectively responded to 5,285 calls for service, helping the city prevent community harm and save LAPD resources for more serious incidents. Today, weannounced the expansion of CIRCLE into Sherman Oaks ([link removed]) to provide more options and strategies to respond to calls about unhoused residents or residents needing care through effective community-based non-punitive safety strategies.

Our Crisis Response Team (CRT) also deployed 402 Volunteer CRT members to support Angelenos in crisis. A total of 263 crisis situations were addressed throughout Los Angeles – including response to the mass shooting in Monterey Park.
