The House of Representatives has been unable to pass any legislation for weeks awaiting the election of a new speaker. With 20 days to address government funding, Rep Mike Johnson has been elected Speaker. Read more in the Washington Times
BORDER CRISIS CONTINUES TO GROW

In September alone there were over 300,000 encounters by the Customs and Border Patrol with Illegal Immigrants. With a rate of over 2 Million per year since the Biden Administration began, this is resulting in over 900,000 illegal immigrants released each year into the interior of the United States, along with 854,000 Visa Overstays and a 600,000 known gotaways. The illegal immigration now dwarfs legal immigration 2 to 1 each year. See immigration data from U.S. Customs and Border Protection.


FEDERAL
HOUSE CHOOSES A NEW SPEAKER

Newly elected Speaker, Rep. Mike Johnson from the 4th District of Louisiana, came to Congress in 2017. He has maintained a stellar grade on the NumbersUSA Grade Card. You can find details here. BORDER CRISIS TO BE ADDRESSED AMIDST MUST-HAVE LEGISLATION

The White House has proposed $105B mixed funding package of which $14 billion is for the US Border. These funds do not solve the border crisis. Senator Schumer has expressed interest in quickly moving that package across the Senate floor. More funds alone would not solve the border crisis, but make it worse. Nearly all of the funds requested would be used to process illegal aliens into the country faster. Read more in the Washington Examiner.

Most states can expand their E-Verify laws to stop illegal hiring and reduce the number of migrants who settle there.
TEXAS UPDATE

While border sectors across the U.S. (and even on the Canada side) have experienced record-shattering increases in illegal crossings under this Administration, Texas has undoubtedly been ground zero for border crossings. As Governor Abbott has gained attention for his efforts to respond - which includes busing thousands of migrants to cities like New York and Chicago, as well as, erecting physical barriers of wire and floating barriers - we have been urging Texas politicians to expand the use of E-Verify in their state. A mandatory E-Verify bill passed out of a Senate Committee in a 7-3 vote earlier this year, but went no further. Texas continues to meet in special legislative sessions. E-Verify can be added by Governor Abbott to the list of topics covered in special session at any time. Watch CEO James Massa's Texas Testimony here.
WEST VIRGINIA UPDATE

West Virginia came oh-so-close to passing E-Verify for all new hires earlier this year. The State Senate passed the bill unanimously. The State House committee that had jurisdiction passed it unanimously. But the legislative session in West Virginia is very short (8 weeks), and the bill ultimately did not get to a vote on the House floor. The legislature did vote to study employment verification during their interim sessions this fall and consider future legislation. NumbersUSA will be providing expert testimony to this study committee in early November. We expect more legislative action on E-Verify in 2024. We've been talking about the short and long-term impacts of the illegal immigration surge on infrastructure and natural resources (listen here), including housing and water. Outreach Liaison Rob Harding was in Yellowstone this week (Roosevelt Arch pictured) to meet with stakeholders in preparation for our 2025 Greater Yellowstone study.

HBCU Outreach Director Andre Barnes visited Dillard University this week to reintroduce students to the history of immigration policy's impact on descendants of slaves and Freedmen. NUMBERS THAT MATTER
CBP released September border figures last week. Buried among the data was a shocking statistic that Border Patrol encounters with illegal aliens on the terror watchlist have hit a record high of 172 for FYE23, up from 98 last year.
Unfortunately, unsecure borders are not the only way in which potential terrorists have been able to exploit our immigration system. Loopholes in our legal immigration system can provide access to nefarious individuals as well. Take, for instance, the Diversity Visa Lottery system that allows 55,000 individuals to legally immigrate to the U.S. each year with no regard for their skill or family connections. The terrorist who was responsible for a 2017 terrorist attack in New York City was admitted via the Diversity Lottery program. Elimination of the visa lottery program was one of the cornerstone recommendations made by the bipartisan U.S. Commission on Immigration Reform chaired by the late Barbara Jordan in 1997. To work toward constructive political dialogue, we recently joined the Braver Network as a charter member. The network is 246 organizations across the political divide that are aligned with Braver Angels. Braver Angels was formed seven years ago by Republicans and Democrats determined to communicate respectfully on political matters. In essence, Braver Angels is trying to bring down the temperature on our nation's political debates.
