FY?2024 Joint Strategic Oversight Plan for Operation Atlantic Resolve (JSOP-OAR) is the annual joint strategic oversight plan submitted to Congress by the Lead IG for OAR. ?This plan complies with the oversight requirements pursuant to 5 U.S.C. ? 419 of the Inspector General Act of 1978, as amended.? The JSOP-OAR describes the Lead IG and partner agencies? oversight of U.S. Government activities in support of the ongoing OAR mission, including activities related to Ukraine. Operation Atlantic Resolve dates back to 2014 when the United States began an effort to reassure and bolster the NATO alliance in the wake of Russia?s military actions in Ukraine.? Since Russia?s full-scale invasion of Ukraine in February 2022, the OAR mission has grown.? In July 2023, the U.S. President signed an executive order approving the mobilization of select reserve forces in support of OAR.? In August 2023, the U.S. Secretary of Defense designated OAR as an overseas contingency operation following the activation of reserve forces. In September 2023, the Chair of the Council of the Inspectors General on Integrity and Efficiency announced the selection of the Department of Defense Inspector General (DoD IG) as the Lead Inspector General (Lead IG) for OAR. ?Department of State IG (State) will serve as the Associate Lead IG.? The DoD IG will work closely with the other Lead IG agencies?the Department of State (State) and U.S. Agency for International Development (USAID) OIGs?to deliver comprehensive and effective oversight of the wider U.S. response to Russia?s full-scale invasion of Ukraine. ?The Lead IG designation took effect on October 18, 2023. The FY?2024 JSOP-OAR includes the following sections:
During FY?2023, federal oversight agencies completed 38 reports related to OAR and Ukraine, and reported findings and recommendations to improve internal controls, reduce costs, ensure safety, and improve operational efficiencies. ?The oversight agencies are planning 96 projects for FY?2024 to continue to monitor, audit, and evaluate OAR, including U.S. Government activities related Ukraine response. As conditions related to OAR change, the oversight agencies may undertake additional oversight projects, and the JSOP will change accordingly. ?The Lead IG agencies will continue to promote this coordinated oversight effort across agencies jurisdictional boundaries to assist Congress and agency leaders in making informed program, policy, and funding decisions.
