Over 6 billion people now live in a country where the rule of law is declining.

That’s among the new insights in the World Justice Project (WJP) Rule of Law Index 2023.

This year, civil and criminal justice systems are weakening around the world, and authoritarian trends continue. Globally, people in 3 out of 4 countries lost human rights protections since the rule of law recession began in 2016.

But there are bright spots, too. Rule of law declined in fewer countries than in 2022, and countries in Latin America, Africa, Central Europe, and the Middle East are among the world’s biggest rule of law improvers.
