The Heartland Hydrogen Hub also proposes to use clean hydrogen for power generation in a manner that may catalyze co-firing hydrogen in utility-owned generation across the country. The Hub plans to offer unique opportunities of equity ownership with the Mandan, Hidatsa and Arikara Nation and to local farmers and farmer co-ops through a private sector partnership that will allow local farmers to receive more competitive pricing for clean fertilizer.

The U.S. Department of Energy (DOE), in collaboration with its Partnership Intermediary, ENERGYWERX, has re-opened applications for small and medium-sized manufacturing firms (SMMs) to receive grants of up to $300,000, at 50% cost share, to implement recommendations made in Industrial Assessment Centers (IAC) assessments and/or DOE Combined Heat and Power Technical Assistance Partnership (CHP TAP). Eligible SMMs must be a manufacturer, have gross annual sales of less than $100 million, annual energy bills between $100,000 and $3.5 million, and have fewer than 500 employees.
These grants will support projects improving energy and material efficiency, increasing productivity, and reducing emissions at SMMs, advancing the objectives of the Justice40 Initiative by creating pathways to high-quality jobs in disadvantaged communities while improving business performance and increasing energy affordability.? Where possible, projects should utilize registered apprenticeship programs and IAC Program participants in implementation efforts.

The U.S. Department of Transportation is providing up to $100 million for grant funding to state DOTs and local governments for repair or replacement of broken or non-operational publicly available (Level 2 or Direct Current Fast Charging) EV chargers. Publicly accessible chargers include either publicly and privately owned chargers, but funded projects must be focused on broken and non-operational charging infrastructure listed in the Alternative Fuels Station Locator [ [link removed] ]. Based on initial estimates of eligible chargers and the funding available, *FHWA anticipates that all eligible projects will likely be awarded under this NOFO.* There is a 20% match requirement.

The RUS Electric Program can provide loans and loan guarantees to energy project developers for distributed energy projects including renewables that provide wholesale or retail electricity to existing Electric Program borrowers or to rural communities served by other utilities. Energy project developers interested in distributed energy projects and electric program borrowers or other utilities that serve rural areas can apply for this financing. For project loans, there are three typical situations:
Existing borrower (cooperative) owns and operates the project.
A project developer builds and operates the project that has PPAs to serve rural customers such as existing RUS borrowers and/or other off-takers.
A wholly-owned subsidiary of an existing RUS borrower owns and operates the project and has a PPA with the RUS borrower to take the entire output.
For an existing borrower (cooperative) owns and operates the project: This situation is treated like a traditional system loan where the cooperative owns the project, and it is an addition to its utility plant.

The Commission for Environmental Cooperation (CEC) established this grant program to provide individual grants of up to ~$145,000 for projects that target underserved and vulnerable communities and Indigenous communities to prepare them for climate-related impacts. *The EJ4Climate Grant Program provides funding directly to community-based organizations* and seeks to support environmental justice by facilitating the involvement and empowerment of communities searching for solutions and the development of partnerships to address their environmental and human health vulnerabilities, including those due to climate change impacts.? The CEC is seeking project proposals that:

The EPA has announced up to $300 million of funding for the Climate Pollution Reduction Implementation Grants (CPRG) exclusively for tribes and territories. The CPRG is designed to enable tribes to achieve significant GHG reductions, achieve substantial community benefits, complement other funding sources to maximize benefits, and pursue replicable innovative policies and programs that can be ?scaled up? across multiple jurisdictions. EPA expects to award 25 to 100 grants ranging between $1 million and $25 million.
Projects submitted for Implementation Grant funding must implement one or more measures included in an applicable Priority Climate Action Plan (PCAP) developed with funding from a CPRG planning grant; PCAPs convey an applicant?s plan to reduce greenhouse gases (GHG). Implementation grant applications can be submitted by tribes, territorial municipalities, and tribal and territorial agencies *that did not directly receive planning grant funds* not just by the lead organization that did receive CPRG planning grant funds. Lead organizations for CPRG planning grants are required to make their PCAPs available to other entities for their use in developing implementation grant applications, and EPA will publicly post all PCAPs received on the CPRG website [ [link removed] ]. EPA also encourages eligible applicants that are considering applying for a CPRG implementation grant to participate in the PCAP development process and provide input on priority measures to include in the plan, in collaboration with other participants and stakeholders.

The Application Period for the Low-Income Communities Bonus Credit Program under Section 48(e) of the Internal Revenue Code opened October 19, 2023. This program provides a 10 or 20-percentage point boost to the energy investment credit for qualified solar or wind facilities that are in low-income (LI) communities or on Indian land, are part of affordable housing developments, or benefit LI households.?The final regulations and program materials that will help applicants prepare their submissions are available on the DOE landing page [ [link removed] ].

The Bipartisan Infrastructure Law of 2021 authorizes EPA to offer rebates to replace existing school buses with clean and zero-emission models. Eligible entities include public school districts, Tribal applicants, and third parties. Rebate applications can request funds for replacing up to 25 buses. The maximum rebate amount per bus is dependent on 1) the replacement bus fuel type, 2) the replacement bus size, and 3) whether the school district served by the buses is prioritized (high need, rural or BIA funded school districts).
To be eligible for replacement, existing school buses must:
1. Be vehicle model year 2010 or older diesel-powered school buses that will be scrapped if selected for funding.
2. Have a Gross Vehicle Weight Rating of 10,001 pounds or more.
3. Be operational at the time of application submission.
4. Have provided bus service to the public school district listed on the application for at least 3 days per week on average during the 2022/2023 school year at the time of application.
Selectees may also be eligible for Inflation Reduction Act (IRA) tax credits applicable to their bus and infrastructure purchases; namely, the Commercial Clean Vehicle Credit provides up to $40,000 for qualified commercial clean vehicles and the Alternative Fuel Vehicle Refueling Property Credit provides up to $100,000 for qualified charging and refueling infrastructure. Any entity that produces and sells advanced biofuel is eligible to apply for this payment. An advanced biofuel producer can be an individual, corporation, company, foundation, association, labor organization, firm, partnership, society, joint-stock company, governmental entities, schools and other types of educational facilities, group of organizations, or?a nonprofit entity that produces and sells an advanced biofuel. Quarterly payments are made for the actual quantity of eligible advanced biofuel produced during the quarter. ?Eligible advanced biofuels:
* Must meet the definition of an advanced biofuel in?7 CFR Part 4288.102; [ [link removed] ]
* Are a liquid, gas, or solid;
* Must be derived from renewable biomass, other than corn kernel starch;

DOE?s Carbon Dioxide Removal (CDR) Purchase Pilot will provide up to $35 million in awards to private entities and academic institutions over three (3) phases: CDR credit concept proposal, sample purchase contracts, and finalist awards for CDR successfully delivered and verified.? Proposals should seek to innovate and evaluate how governments can structure offtake agreements with CDR project developers in a robust, transparent, and competitive manner and should focus on one of four technology pathways: 1) Direct air capture; 2) Biomass (BiCRS) technologies; 3) Enhanced geological weathering and enhanced mineralization technologies; 4) Planned and managed carbon sinks.
Under the Phase approach, teams will win increasingly larger awards as the project progresses. ?Each phase requires compounding progress in the CDR purchase agreement and delivery process.
Phase 1 Requirements: Design a CDR Credit Concept Proposal, outlining key contract terms and information. Up to 25 winners with $50,000 cash prize per winner
Phase 2 Requirements: Only winners of Phase 1 are eligible. Refine, advance, and structure CDR offtake agreement plan. Draft and submit a binding offer to DOE for the purchase of CDR within the Purchase Pilot Timeline. Up to 10 winners with $375,000 cash prize per winner.
Phase 3 Requirements: Only winners of phase 2 are eligible. Deliver the verified CDR committed to DOE on the scheduled timeline and criteria established within the contract structure and agreed-upon requirements. Up to 10 winners with CDR purchase awards up to $3 million per winner.

Participants gather best practices, strategies, and tools from national lab experts, while also exchanging insights, experiences, and lessons learned with peers from across the United States.
