This week, conservatives secured a major victory on behalf of the American people. House Republicans were on the verge of nullifying their majority by handing power over to the Democrats in exchange for their help in expanding the powers of the temporary speaker (the Speaker Pro Tempore).

In exchange for their vote to support these increased powers for the Speaker
pro tempore, Democrats would receive guarantees that certain votes would be brought to the floor. (excessive spending bills, funding for foreign aid in Ukraine and Israel, etc). This agreement would have undermined the mandate given to House Republicans to govern conservatively that the American people voted for last November. The people elected conservatives in 2022 expecting them to use their power to stand in the breach and block Biden’s Leftist agenda, not form a coalition government with them.

Heritage Action intervened by threatening to Key Vote <[link removed]> this disastrous resolution if it was brought up to a vote, but because of conservative voices, it never saw the light of day.

Congress is aware of the strength of the grassroots. In mass, conservatives balked at the idea of partnering with Democrats to pass Biden’s initiatives. Centrist Republicans quickly course-corrected and abandoned the resolution.

The next Speaker of the House must unite Republicans behind policies that secure the border, cut spending, and put American families at the center of their decisions.
Recap: The Race for Speaker
Since the office of the Speaker of the House was vacated nearly three weeks ago, House Republicans have been searching for someone who can win 217 votes, the minimum necessary to be elected at this time.
After the House adjourned on Friday, another vote was held among the Republican Conference resulting in Rep. Jim Jordan losing the title of Speaker Designate for House Republicans. The House will not vote on any new speaker candidate over the weekend.

As of this writing, a number of representatives have already announced their candidacy including:



- Kevin Hern (R-Okla.)
- Austin Scott (R-Ga.)
- Jack Bergman (R-Mich.)
- Pete Sessions (R-Texas)
- Tom Emmer (R-Min.)



A candidate forum will be held on Monday night for the candidates to present their agendas to the Republican Conference. After this, Republicans will vote among themselves to decide who will be nominated and voted on before the House floor.
A Matter of National Security
In the midst of the grapple for the House Speakership, the Biden administration has submitted an emergency supplemental funding request totaling more than $105 billion. While the request includes nearly $14 billion in support for Israel, it is entangled with other items including $60 billion for Ukraine and $14 billion in so-called “border security” funding that could be used to process more illegal immigrants into the country.

This is a disingenuous effort from the Biden administration to leverage popular support for Israel for continued spending on the conflict in Ukraine and to further support an open southern border. Support for Israel–our closest ally in the Middle East–should be considered on its own merits and not be held hostage by Joe Biden’s reckless political agenda.

In Case You Missed It
Missouri: Combatting ESG and RCV

On Thursday, Heritage Action hosted a grassroots event in Missouri to raise awareness on the left-wing Environmental, Social, and Governance (ESG) agenda as well as efforts to undermine election integrity using Ranked-Choice Voting (RCV).

With model legislation <[link removed]> from The Heritage Foundation coupled with advocacy from Heritage Action, conservatives have been able to achieve tremendous wins on the state level <[link removed]> and are prepared to keep the momentum rolling into 2024.
Pennsylvania: Marching for Life

This week, Heritage Action was proud to participate in Pennsylvania’s March for Life Harrisburg, the capital of the Keystone State.
When state legislatures return to session, we look forward to working with grassroots to maximize pro-life victories and help to contribute to a culture of life.

Fuel Rule: 14,119 comments to save gas cars

Biden’s campaign against fossil fuels and gas cars has been met with opposition at every turn. Most recently, he issued a near impossible fuel efficiency regulation that would forcibly remove millions of vehicles from the market.

But your comments in opposition stood in his way, submitting thousands of public comments in opposition.
These public comments will slow down the implementation of the regulation as it cannot go into effect until each comment receives a written response. Furthermore, they have the potential to overwhelm and cancel the regulation altogether, or be used in a court case to strike it down.

Thanks to your efforts, Biden’s agenda is at risk of failing - a win for the American people.

This week, we have seen numerous examples conservative grassroots have when they are unified, focused, and firm. You are the backbone of conservative influence in Washington DC and state capitals across the country.
