This report serves to inform investors about the evolving risks associated with the use of natural gas within the power sector. At a time when investors are paying increasing attention to power utilities’ exposure and contribution to climate change impacts, natural gas infrastructure build-out is expanding rapidly in the United States. As coal’s inevitable decline within the energy system continues, natural gas, which is largely replacing it, is a growing source of climate concern. In isolation, risks to individual projects may seem minimal, but examination in aggregate reveals a different picture – that investment in new natural gas infrastructure is incompatible with a Paris-aligned, clean energy future.

Stephen Byrd, Morgan Stanley: Stephen Byrd is a Managing Director and head of Morgan Stanley's North American Research for the Power & Utilities, Clean Energy and Midstream industries. Prior to joining Morgan Stanley Research, Stephen was head of Corporate Strategy at NRG Energy, a Fortune 500 power generation and renewable energy development company. Before that, he held a number of executive positions, including CEO of an energy storage company; senior vice president at PSEG, a Fortune 200 power company, where he was in charge of Treasury, Finance, Corporate Planning and Strategy; president of PSEG Energy Holdings, a business unit of PSEG; and investment banker for over 8 years in Morgan Stanley's Power & Utilities Group. Stephen was named #2 in Alternative Energy and Runner-Up in Utilities in the 2019 Institutional Investor surveys. He has a JD and an MBA from the University of Virginia, and a BBA from the College of William and Mary. He is a member of the New York Bar.
 
Lila Holzman, As You Sow: Lila manages the Energy Program at shareholder advocacy group As You Sow, where she represents investors in engagements with companies on issues related to climate change and health impacts. Lila’s previous work experience includes working in the residential solar industry, serving as a sustainable agriculture volunteer in Panama with the Peace Corps, implementing a clean cookstove pilot in Ghana, and interning with the United Nations Global Compact. She currently serves as President of the Board of Directors of the Northern California Peace Corps Association. Lila holds an MBA from The Wharton School, University of Pennsylvania with a focus on Environmental & Risk Management as well as an undergraduate degree from Rice University where she double majored in Environmental Engineering and Policy Studies.
 
Barbara Lockwood, APS: Barbara Lockwood is senior vice president of public policy for Arizona Public Service (APS). Based in Phoenix, APS is Arizona’s largest electric company and serves nearly 1.3 million customers across the state. Lockwood oversees the company’s federal and state regulatory affairs, federal, state and local public affairs, community affairs, corporate giving, and sustainability functions. She previously served as general manager of energy innovation, where she managed technology and renewable energy programs, including the utility’s solar generation fleet. Lockwood joined APS in 1999. Lockwood’s previous experience includes DuPont and environmental consulting. Lockwood current serves as chair of the Edison Electric Institute’s State Regulatory Affairs Executive Advisory Committee. Lockwood holds a BS in chemical engineering from Clemson University and a MS in environmental engineering from Georgia Institute of Technology. She is a registered professional chemical engineer in Arizona.
 
Mike O’Boyle, Energy Innovation: Mike O’Boyle is the Director of Electricity Policy for Energy Innovation. He works for the firm’s Power Sector Transformation program to uncover policies that support a clean, reliable, and affordable U.S. electricity system. He has worked with utility regulators and legislators from states around the U.S. to improve the link between public policy goals and electric utility incentives, update policymakers on technological developments and policy levers to promote investment, and promote clean energy transformation that improves affordability and reliability.
 
Chaz Teplin, Rocky Mountain Institute: At Rocky Mountain Institute, Chaz Teplin works on clean energy economics, regional decarbonization planning, transmission, and grid modernization. He co-authored of RMI’s recent report “The Growing Market for Clean Energy Portfolios” and led RMI’s contribution to New Jersey’s Integrated Energy Plan that modeled least cost decarbonization pathways. Before joining RMI, Dr. Teplin was a photovoltaic materials scientist at the National Renewable Energy Lab. Dr. Teplin also worked at Terralux, an LED lighting startup, where he architected and led development of an Internet of Things building controls platform. Dr. Teplin has a PhD in Physics from the University of Colorado at Boulder.
