It has been a long road for the tenants of Hi View Gardens, an affordable housing complex in McKeesport owned by PNC Bank. The complex is one of a few dozen properties nationwide that the megabank bought to profit and to preserve housing for low-income households.

In 2021, PublicSource and 90.5 WESA exposed conditions — soaring health code violations and 911 calls — at the complex and at nearby Midtown Plaza. While much has improved, residents continue to have serious concerns about maintenance and pests.

Last year, PNC said it planned to sell the properties, but a recent attempt fell through. As a result, pledged “appreciation” payments to the tenants have not yet materialized. ⬇️
