License Holders' Contact Info Now Private

A bill passed by the 88th Texas Legislature [ [link removed] ] requires all licensing agencies, including the Texas Appraiser Licensing and Certification Board, to remove or redact certain details about applicants and current and past license holders in publicly available information, such as the TALCB website license holder search [ [link removed] ] or via public information requests.

New Education Requirements, USPAP

The current edition of the Uniform Standards of Professional Appraisal Practice [ [link removed] ] (USPAP) is effective through 2023. The new edition [ [link removed] ] becomes effective January 1, 2024, and there is no end date.

One of the notable changes to the 2024 USPAP is an update to the ETHICS RULE related to nondiscrimination. USPAP prohibiting bias is not new, the addition makes that stance more explicit. 

Effective January 1, 2026, appraiser education will include topics on fair housing and appraisal bias. The Appraiser Qualifications Board adopted these changes in June: eight hours of qualifying education and seven hours of continuing education on topics of valuation bias and fair housing laws and regulation, for all license types. Afterwards, license holders will be required to take a four-hour valuation bias course every two years.

PAREA Officially Launched 

More and more states around the country are starting to accept PAREA as a legitimate form of gaining appraisal experience. The Appraisal Foundation [ [link removed] ] is tracking 44 “PAREA-ready” states including Texas.

TALCB has followed this discussion since PAREA was first adopted by the Appraiser Qualifications Board in 2020.

The Appraisal Institute [ [link removed] ] began taking online-only registrations for its PAREA program on September 6. Published online [ [link removed] ] is information on what PAREA is, another provider preparing to launch its own program, and other methods of gaining appraisal experience.

This “How to Become a Real Estate Appraiser Workshop” was hosted in Houston by the Appraiser Diversity Initiative [ [link removed] ] (ADI) on August 24. The series of speakers included Texas Appraiser Licensing & Certification (TALCB) Director Melissa Tran (pictured at podium). She and the others fielded questions like “What does the future of the industry look like with technology changing?”
