Maine Department of Labor to Hold Public Hearing on CSSP Amended Rules

AUGUSTA ? On Friday, November 3, 2023, the Maine Department of Labor?s (MDOL) Bureau of Employment Services will hold a public hearing on proposed amended rules of the Competitive Skills Scholarship Program (CSSP).?

The Competitive Skills Scholarship Program provides funding and support services for eligible Maine residents to pursue associate degrees, bachelors? degrees or employer recognized credentials leading to high-wage, in-demand jobs in Maine. CSSP rules have been in place since 2015, and changes are necessary to address technology advancements, rising costs, and demographic diversity in Maine.

The amended rule clarifies existing definitions and adds new definitions; clarifies the eligibility requirements; clarifies the documents needed to verify financial eligibility, identity, and Maine residence; clarifies the process for eligibility determination; clarifies the duration of the education or training; makes changes in accordance with P.L.2023, Ch. 184 for participants in registered apprenticeship and certified pre-apprenticeship programs and provides for cost of licensing or certification.

The proposed rules are available and comments can be submitted until Friday, November 17th, 2023, at 5:00 pm by visiting https://www.maine.gov/labor/proposedrulemaking/

Where: The Frances Perkins Room at the Maine Department of Labor?s central office, 45 Commerce Drive, Augusta.
