HERE’S WHY: We just caught the U.S. Dept. of Veterans Affairs (VA) LYING to Congress to defend its horrific new experiment on seven cats – the “Stokes 7!”
This bill is the only way to PERMANENTLY BAN the VA’s rogue and conniving white coats from conducting painful and unnecessary taxpayer-funded experiments on cats and kittens, including the Stokes 7.

Taxpayer, what VA white coats have planned for the Stokes 7 cats is EVEN WORSE than we initially thought.
Here’s the truth:
LIE #1: The new cat test is “required” by the Food and Drug Administration (FDA).
The VA told Congress the new experiment on the “Stokes 7” cats is “required” by the FDA for regulatory approval of a new medical device and that no alternatives are available.
FACT CHECK: Cat testing is NOT required by any federal law or policy, and the FDA’s burdensome animal testing mandate was ended in December 2022 after efforts led by lawmakers including Senator Rand Paul (R-KY), Sen. Cory Booker (D-NJ), Rep. Nancy Mace (R-SC) and WCW’s Cut FDA Red Tape campaign.
In fact, the VA admitted that it hasn’t even asked the FDA whether the cat tests are needed!
END THE NEEDLESS TORTURE!!!
LIE #2: The Stokes 7 won’t suffer any pain.
The VA told Reps. Brian Mast (R-FL) and Dina Titus (D-NV) that the cats will undergo “6 months of painless observation and evaluation.”
FACT CHECK: The VA’s own approved experimental application obtained by WCW explains that the experiments involve subjecting all seven cats to pain and distress from the device implants and wiring going through open wounds in their skin.

LIE #3: Cats will not be euthanized as part of this study, and each cat will be paired with a forever home.
That’s what the VA told Congress.
FACT CHECK: As we previously pointed out, not only does this project involve pain and distress, but the cats may develop infections, brain damage, or other untreatable conditions that prompt the white coats to kill them.
This is exactly what happened in previous Cleveland VA device tests on cats.
And when it comes to retiring the survivors, Taxpayer? I CERTAINLY wouldn’t take their word for it.
Back in 2017, this same exact lab told the press that it adopted out dogs when, in fact, records we obtained showed that it actually killed them.
SAVE THE STOKES 7 CATS – THEY MIGHT BE KILLED. PASS THE CATS ACT!!
Taxpayer, the VA’s white coats are truly monsters and can’t be trusted.
Legislative action is needed NOW to save the Stokes 7 and ensure thousands more kittens are not secretly tortured and killed in the future.
