Hi John,

New York is still recovering from the unprecedented levels of rainfall that hit the city two weeks ago, causing the worst flooding since Superstorm Sandy. Viral videos on social media depicted cars floating down the FDR drive, floodwaters filling an MTA bus, and water pouring into subway stations. Governor Hochul declared a state of emergency.

Unfortunately, as the climate changes, these extreme weather events will become more and more frequent. Areas within New York City considered to fall in the 100 year floodplain could experience extreme weather in spans of 3-20 years, and areas that have been quartered off as a 500 year plan may experience extreme weather in 25-40 years. Black and brown and low income communities are the most vulnerable to catastrophic weather events. East Harlem, which has the poorest zip code in the county, is the most vulnerable neighborhood to flooding in Northern Manhattan. Many residents of Northern Manhattan rely on outdated flood maps that misrepresent their current risk.

WE ACT has developed a Climate Ready Uptown Plan to prepare our communities for weather emergencies. CRUP helps Northern Manhattan community members understand their individual risk to climate-related disasters – specifically extreme heat, and coastal and stormwater flooding – and provides pertinent information to help prepare themselves and their families. The plan is tailored to residents of Northern Manhattan, and includes an interactive map that helps residents better understand their flood risk. This summer, we held nine workshops to educate community members on emergency preparedness and the risk levels we face.

But beyond emergency preparedness, we need infrastructure improvements to prevent the devastation that comes with storm surges and flooding of our streets, businesses, and homes. WE ACT is working to expand the installation of green infrastructure across Northern Manhattan including green roofs, rain gardens, permeable pavements, street trees, and more lush, well-maintained parks, to help manage stormwater runoff in the event of heavy rains. Investments in these strategies will help mitigate the damage that comes with flooding from heavy rains.
