** Region’s Democratic Clubs Continue to Rally Behind Our Campaign!

I am so excited to announce all three of the Democratic Clubs that have engaged in the Senate race have endorsed me for State Senate! The Rio Vista Democratic Club, Progressive Democrats of Benicia, and Sacramento Stonewall Democrats - which are the only local Dem clubs to have endorsed in the Senate Race - have all thrown their full support behind my candidacy!

Grassroots activism and community engagement is the beating heart of our Democracy and a critical driver of our campaign. Whether its knocking on doors, phone banking, or stuffing envelopes (Yes, we used to stuff envelopes!), members of local Democratic clubs make a monumental impact on campaigns they support and the communities they serve.


** Team Cabaldon Keeps Getting Bigger!

The coalition of community leaders and elected officials who are supporting my candidacy keeps growing! Today I am proud to announce that Assemblymember Phil Ting (D) has endorsed our campaign!

Assemblymember Ting serves as Chair of the Assembly Budget Committee and is the first Asian-American to hold the position. Throughout his tenure, Ting has been a formidable force in the Assembly: he was named Chair of the Assembly Democratic Caucus on his first day in office, and previously chaired the Assembly Committee on Revenue and Taxation as well as the Select Committee on Asia/California Trade and Investment Promotion. He was also the driving force in the Legislature behind the creation of the Homeless Emergency Aid Program, which was the first time the state directly allocated resources for cities, counties, and Continuums-of-Care to address the homelessness crisis.

** Could a New City in Solano County Be on the Ballot Next Year?
------------------------------------------------------------

I have heard from so many people in the Solano area who have questions about whether or not they will be voting on a new city in Solano County. The short answer is, no. But it is complicated.

About a month ago, many Solano residents received an anonymous survey ([link removed]) asking folks to give their opinion on “an initiative that might be on the ballot in Solano County next year” regarding a project that “would include a new city with tens of thousands of new homes, a large solar energy farm, orchards with over a million new trees, and over ten thousand acres of new parks and open space.” Since then, we have learned that the funders of this poll are a group of Silicon Valley billionaires (aka Flannery Associates) that have spent over $800 million acquiring 60,000+ acres of land in Solano County.

That’s the size of Washington DC and Manhattan put together, so local voters are wondering “will we be voting on a big new city in 2024?”

First, the simple answer: no, there won’t be a legally-binding vote next year to create the new city. In fact, the process for incorporating a new city is complicated and is not something voters will be contending with anytime soon. There are countless studies and actions by governmental agencies that would need to occur before any new city could start to be considered. California doesn’t allow for new cities to be created by ballot initiative.

However, what could be on the ballot is changes to Solano County’s landmark orderly growth ordinance ([link removed]) , which protects agricultural land and open space by requiring that new developments be built within existing cities in Solano, while allowing those cities to grow and add new housing. The orderly growth initiative was passed by voters and then extended through 2028, and it can only be changed or overridden by a cote of the people. Changes to this local zoning law, and the Solano County general plan, would be necessary to advance the type of large-scale development being proposed by the Flannery group.

If an initiative qualifies for the 2024 ballot, it will be challenging for voters to evaluate. That’s because ballot initiatives aren’t required to comply with the California Environmental Quality Act like a normal zoning ordinance. As a result, the scientific studies, fiscal analysis, traffic evaluations, and other information that would normally be produced before making a decision like this probably won’t be done in time — or possibly at all.

If a ballot initiative for the zoning changes does pass next year, then the process for incorporating a new city would begin. And Solano residents will vote once again.

** New Rideshare Program in Yolo County!
------------------------------------------------------------

Need a ride in Woodland, Winters, or Knights Landing? Try the newly launched BeeLine service ([link removed]) ! This new point-to-point rideshare service sponsored by the Yolo Transportation District became available to residents.

Similar to Uber or Lyft (but WAY cheaper), BeeLine allows residents to access on-demand rides for between $1.50 - $3 for one-way trips!

This is an incredible program that replicates a similar program we launched in West Sacramento, which became an award-winning model ([link removed]) for dozens of cities throughout the country. In the 10 months after we started, we saw an average of 325+ rides per day and over 48,000 total rides with 4.92/5 rating!

The positive outcomes from this program were astonishing:
* 66% of users reported feeling safer getting around town
* 59% had a greater sense of independence
* 41% had better access to healthy foods and medical care
* Monthly transportation expenses are less, especially for riders in their 20s or 60+

With the BeeLine service now available in Yolo County, residents can enjoy affordable, on-demand rides, enhancing their mobility and independence. Drawing inspiration from the success in West Sacramento, this initiative promises to revolutionize transportation in the region, making daily commutes safer, more accessible, and cost-effective for all.

** Northern Solano Dem Club Turns 71!
------------------------------------------------------------

The Northern Solano Democratic Club recently celebrated its 71st anniversary! Grassroots activism is the driving force behind change and progress, and NSDC has been relentlessly advocating for Democratic values since 1952 (when Dwight Eisenhower was president and Queen Elizabeth II had just been crowned).

A heartfelt thanks to NSDC President Jeanie White for creating such a wonderful atmosphere!

** Speaking with Rio Vista Democrats!

I had a great time with the Rio Vista Democrats during a recent Q&A session at Ben’s Friends of the Vine ([link removed]) . We covered a wide range of issues, including carbon capture, the ever-present Flannery acquisitions, and the importance of creating career pathways and free community college opportunities to all high school students! Thank you to all of the Rio Vista community members who joined us!

** West Sac’s Signature Career Pathways Program Receives Statewide Award!
------------------------------------------------------------

West Sacramento's Home Run program recently received the Helen Putnam Award for Excellence! This award is given to cities in recognition of outstanding efforts and innovative programs to improve the quality of life and delivery of services in their communities.

When I introduced this program in 2018 as mayor of West Sacramento, it was one of the nation's first college promise programs. It guaranteed graduating local high school seniors a tuition-free college education, connected every child to high-quality preschool, provided a college savings account with a public starter investment for every kindergartener, paired local high school students with a paid internship in college and career pathways, and awarded college scholarships to local students who engaged in community service.

** Community Events in Napa and Solano!
------------------------------------------------------------

It's been an eventful few weeks as I had the privilege of attending two significant events in our district. I was honored to be a part of the Fil-Am American Canyon vintners’ mixer in Napa County where I was inspired to see the Filipino-American community come together, celebrating our region’s diversity and our wine industry.

Next, I headed to Solano County for the grand opening of the Hyatt House hotel in Vacaville. This new establishment not only boosts local tourism but also promises economic growth and job opportunities for our residents.

Let's keep the momentum going!


** Dining on Main in Woodland
------------------------------------------------------------

I had an incredible time in Woodland at “Dinner on Main,” an event supporting “Third Graders in the Garden,” a civics and agricultural program for third graders. Supporting agriculture and investing in our young people are two causes close to my heart, so I was not going to miss this outstanding event. It’s great to see all that Woodland is doing to cultivate the next generation of farmers, environmental leaders, and civil servants!
