The Minnesota Department of Commerce (?Department?) seeks proposals from qualified organizations or individuals to (1) produce a report analyzing the energy storage system capacity required to achieve the state renewable energy standard and carbon-free goals under Minnesota Statutes, section 216B.1691, and (2) to host a meeting to obtain recommendations from stakeholders and the public on policies and programs to accelerate energy storage system deployment to achieve the storage capacity the study determines to be required. This Request for Proposal (RFP) has a maximum funding of $250,000.
Legislation passed in 2023 (see Minnesota Sessions Laws 2023, Chapter 60 (HF2310), Article?12, Sec.?74)?requires the Department to produce a study of the energy storage system capacity required to achieve the state renewable energy standard and carbon-free goals under Minnesota Statutes, section 216B.1691. Further, the legislation requires the Department to host a meeting to obtain recommendations from stakeholders and the public on policies and programs to accelerate energy storage system deployment to achieve the storage capacity the study determines to be required. The legislation allows these tasks to be performed by an independent consultant.

Proposals must be submitted by no later than Monday, October 30, 2023 at 5:00 PM Central Time. Proposals must be submitted to [email protected]. Instructions for submitting proposals are detailed in the RFP. Late proposals will not be considered.
This request does not obligate the State to complete the work contemplated in this notice.? The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
