John, I’m running to represent California in the United States Senate. And while I respect my Democratic colleagues who are also running for Senate, we do have some genuine disagreements – and earmarks and budget priorities are some of them.
|
First, earmarks. In Congress, earmarks are a way to secure federal funding for our state or district's projects, like infrastructure improvements, or increased social services. They're one of the best ways for my colleagues and me to deliver what our constituents need.

But Katie Porter doesn't believe in earmarks. In fact, she's the only House Democrat to refuse to request them.

Refusing earmarks means refusing funding to create new jobs, essential services and green infrastructure for our districts – and in my opinion, it would be a dereliction of my duty to my constituents and Californians not to bring home federal money to California.

I know that Californians are looking for resources in their neighborhoods that make a material difference in their lives. If we refuse to use earmarks, millions of dollars that could be used in California will just make their way to another state.
|
And for Black and brown communities, earmarks are crucial to bringing direct investments into communities across our state. Any attempt to hamstring that only hurts our ability to invest in Californians, help lift people out of poverty, and rebuild the middle class.

Next is spending priorities. For decades, I've always worked to bring funding and jobs back to my district and our state. And – unlike Adam Schiff – I've voted for the Congressional Progressive Caucus's "People's Budget" every time it's been introduced, which would invest in 21st century infrastructure and jobs, tackle inequality, make corporations pay their fair share, and strengthen our essential public assistance programs.
Adam Schiff voted no – not just once, but each of the six times it was brought to the floor.
