Project description: The proposed University of St. Thomas Multipurpose Arena will be a redevelopment of an approximately 6-acre site located on the University of St. Thomas South Campus in Saint Paul, Minnesota. The proposed project will include a multi-purpose competition venue for the University's hockey and basketball programs with capacity for approximately 4,000 to 5,500 spectators. The project is also expected to include practice facilities, coaching offices, locker rooms, and student athlete support services and will host other university events such as commencement ceremonies, academic convocations, speakers, career fairs, and other events for the university. The new facility will be designed to meet a LEED Silver rating. There are three existing campus buildings with adjacent surface parking lots on site that will be demolished.

Project description: The City of Wabasha, in cooperation with the Wabasha Port Authority, is proposing to construct a commercial port facility on the Mississippi River in the City of Wabasha, Minnesota. The 8.2-acre Wabasha Barge Facility would facilitate the transfer of materials, to include but not limited to dredge material and other commodities, from river barges to trucks for transport to off-site facilities. The City of Wabasha would own the project site and contract out the port operations and transportation of materials.

Project description: The AUAR study area encompasses an area totaling approximately 235 acres on 12 parcels in the City of Rosemount, Dakota County, Minnesota. Scannell Properties, LLC is proposing to redevelop the study area from existing agriculture to business park uses. One scenario is proposed for evaluation in the AUAR and includes multiple buildings for a total of 1.92 million square feet of proposed industrial development. The proposed development within the AUAR study area is anticipated to start Fall 2023.

Project description: Xcel Energy and the City of Northfield are partnering to conduct an Alternative Urban Areawide Review (AUAR) for an approximately 787-acre area in the northwestern portion of the City of Northfield. Portions of the AUAR area include land within Greenvale Township. Two development scenarios will be evaluated as part of the AUAR which primarily consist of technology center and industrial park uses.

Project description: The West End development is located on an approximately 49 acre site at the southwest corner of I-394 and Highway 100 in St. Louis Park, MN, with eastern portions of the site in Golden Valley, MN. The development to date includes a combination of residential, retail, and office buildings and parking structures. The city is updating the AUAR and Mitigation Plan, originally adopted in 2007 per Minnesota Rules, part 4410.3610, subpart 7.

Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers. For more information regarding fish kills in Minnesota see the Department of Natural Resources. Call the Minnesota Duty Officer at 651‐649‐5451 or 800‐422‐0798 to report fish kills.
