*October 2, 2023*
Dear Friends,
I hope you all have been enjoying the start of fall! I know I have enjoyed spending as much time as possible outside. I love attending local festivals in our community, like the Fall Into Hamel, Art in the Park in Maple Plain, the Loretto Fun Fest and more! All of our communities do a great job of creating fun ways to connect in every season! See below for a few photos.
*THIS WEDNESDAY, I am hosting a roundtable along with the I-94 West Chamber of Commerce and the Dept. of Labor and Industry to answer employer questions on the new Earned Sick & Safe Time law. I hope you will join us at the Medina Country Club on Wednesday, October 4 from 1-2:30pm to learn more. *This law applies to ANY EMPLOYER in the private, public and non-profit sectors. If you have questions, please come!
ES&S Roundtable
For this week's newsletter, I have compiled a list of helpful links with information I hope you will find useful. As always, please don't hesitate to reach out to me with your questions, concerns, and ideas related to public policy.

U of M Data Breach
In July, the University of Minnesota learned that a person claimed to have posted on the internet certain University data on admissions, race, and ethnicity information. Those that were potentially affected are individuals who submitted information to the U of M as a prospective student, attended the U of M as a student, worked at the U of M as an employee, or participated in U of M programs between 1989 and August 2021.
Information potentially compromised include an individual's full name, address, telephone number, Social Security number, driver's license or passport information, University ID number, birthdate and demographic information, admissions applications, employment information, or other information.
*A notice has already been sent to those who may be compromised. *The U of M has a Frequently Asked Questions page and a dedicated call center for this issue. You can find that information and more here [ [link removed] ].
High School Page Program
The High School Page Program is a wonderful opportunity for young people in our community to get more involved with public policy and government. I hope to work with many students from our area at the Capitol in the next legislative session.
Throughout the week-long program, pages will assist state representatives and staff in the House Chamber during session, observe how committees are conducted, meet individually with their local state representative, and learn how legislation moves through the political process. This program also gives students the opportunity to meet with constitutional officers, members of the judiciary, lobbyists, and members of the media.
More information for students and teachers, as well as applications can be found at [link removed]. *The deadline to apply for the Page Program is November 18, 2023.*
AGO FAQ on Student Loan Repayments
After being paused for more than three years, student loan payments resumed September 1, with many of the first payments due in October. The Attorney General's office has put together a guide with helpful information for those navigating the start of these payments. You can find more information here [ [link removed] ]. You can find more information on student loans on the AG's website here [ [link removed] ].
MN Dept. of Commerce Unclaimed Property
Did you know that the Minnesota Department of Commerce receives millions of dollars in unclaimed property from businesses and organizations who have lost contact with the owners? In fiscal year 2023, the department had a record-setting year of distributing $62.6 million in unclaimed property! *If you think you might have missing funds, you can find any Unclaimed Property **here* [ [link removed] ].
HMO Conversion Study
Last session, the legislature passed a bill that directs the Minnesota Department of Health (MDH) to complete a study on the potential conversion of nonprofit Health Maintenance Organizations (HMO) to for-profit status. *The Request for Information (RFI) opened today, October 2, and will close on October 27. *
The bill requires MDH to produce reports covering a range of issues:
* Recommended oversight for conversions (which agency or entity will manage the transfer of assets from nonprofit to for-profit, the role of public input during the process, stewardship of public benefit assets).
* Regulation of for-profit HMOs post-conversion.
* The regulatory structure required to manage any potential return of public benefit assets to the state general fund if a nonprofit HMO or health system converts to for-profit or is purchased by an out-of-state or for-profit entity.
You can submit comments here [ [link removed] ]. For more information on the HMO Conversion Study and RFI, you can learn more here [ [link removed] ].
