Gov. Justice announces $210 million revenue surplus for September, led by personal income tax collections
Gov. Jim Justice announced West Virginia’s General Revenue collections for September 2023, the third month of the Fiscal Year 2024, came in at more than $659.3 million, which is nearly $210 million above the estimate. 

The surplus was led by strong consumer performance for personal income taxes, corporation net income taxes, and consumer sales tax. Year-to-date revenue collections of $1.165 billion stand at roughly $240 million above estimate.

"Since I walked in the door, I have tried my best to mind the store," Gov. Justice said. "So, to see our surpluses looking like this is just amazing. After passing the largest tax cut in state history, we knew that these numbers would fluctuate, but here we are, staring at a $210 million surplus. This is proof of a strengthening economy, and I could not be happier."

First Lady Justice: Elkins High School welcomes Friends With Paws therapy dog
Students at Elkins High School welcomed a four-legged friend into their school. The school hosted an assembly to celebrate the arrival of the state’s newest therapy dog through the Friends With Paws program.

The dog introduced is named Tora. She is a Yellow Labrador.

“I can already tell that Tora is going to have such an impact on the lives of the students at Elkins High School,” First Lady Justice said. “She will be there everyday to comfort them and give them unconditional love. I’m so glad that we were able to place her there.”
“We are very excited to have a therapy dog at Elkins High School as an additional resource that can help our students,” Randolph County Schools Superintendent Debbie Schmidlen said. “We are so grateful and appreciative of this opportunity for both our students and our staff.”

First Lady Justice introduces Friends With Paws therapy dog during assembly at Chapmanville Intermediate School
First Lady Cathy Justice visited Chapmanville Intermediate School for an assembly to celebrate the arrival of one of the the state’s newest therapy dog through the Friends With Paws program.

The dog introduced is named Malfoy. He is a Yellow Labrador.

“I’m thrilled to be at Chapmanville Intermediate to welcome Malfoy today,” First Lady Justice said. “Malfoy is already so loved by the students and staff, and I know he will provide them with so much love, joy, and comfort.”
“Everyone at Chapmanville Intermediate School and our surrounding community is beyond excited for the arrival of Malfoy,” Principal Erica Keck said. “The love and companionship we know he will provide to our students is beyond our wildest dreams. We can’t wait for this amazing journey with our new best friend, Malfoy!”
