A Message from the Chairwoman |

Team, I know we are all rightfully focused on the extremely important upcoming 2023 municipal elections.
That being said, 2024 is right around the corner, and we want all of our grassroots leaders across the state to be prepared. As such, please save the date for our 2024 Congress of Counties gathering which will be held on Friday, February 23 - Saturday, February 24, 2024, at the Crowne Plaza/Union Station in downtown Indianapolis. The weekend will include a number of informative training sessions with some of the topics including communications, social media best practices, grassroots tools, data updates, coalition building and more. While this weekend is about equipping our grassroots activists with the best tools to run campaigns, it is also about having fun! Please save the date and keep an eye out for more details to come. We are looking forward to seeing many of you in February!

Governor Eric Holcomb's Week in Review |
|
|
Governor Eric Holcomb provides remarks during the unveiling of a new tool to fight addiction. |
This week, Governor Eric Holcomb announced the launch of Shatterproof Treatment Atlas, a free, confidential, first-of-its-kind tool to connect Hoosiers in need with appropriate addiction treatment and deliver user-friendly information about the quality of available programs. -
Indiana is one of 13 states to partner with Shatterproof, a national nonprofit organization dedicated to ending addiction, to launch Treatment Atlas.
What he's saying: “Hoosiers with substance use disorder deserve timely access to quality care as soon as they’re ready to accept help,” Gov. Holcomb said.
- “Treatment Atlas puts recovery within immediate reach, giving Hoosiers and their loved ones a trusted resource to find evidence-based, high-quality treatment that meets their unique needs, anywhere in the state.”
The details: The dashboard lists all 605 addiction treatment facilities certified by DMHA and measures addiction treatment facilities’ use of evidence-based practices through a combination of validated data sources and reports them publicly. -
Along with the option to filter and search in-state providers through the platform using these criteria, Hoosiers have the option to take an anonymous 10-question Addiction Treatment Needs Assessment to help identify and understand the appropriate level of care they need.
What else happened this week?
Gov. Holcomb broke ground on a new state prison.

📰 IBJ & Indiana Capital Chronicle: State Comptroller Tera Klutz to Step Down |
From The IBJ and Indiana Capital Chronicle:
"State Comptroller Tera Klutz announced Thursday that she would be retiring from her position on Dec. 1 after 20 years in public service. She has more than three years left in her term.
"Klutz was appointed as the 57th auditor of the state by Indiana Gov. Eric Holcomb in 2017, becoming the first certified public accountant to serve as the state’s chief financial officer.
"She was elected to the position in 2018 and reelected in 2022. Her title was changed to state comptroller on July 1 by state statute." Story continues.
Statement from Chairwoman Hathaway: "Since her very first day in office, Tera Klutz has been an exemplary public servant. As the first ever CPA to hold the office, Tera worked tirelessly to increase transparency to the office of Indiana State Auditor, now State Comptroller. Tera built and led a team who was always focused on delivering great government service at a great value to taxpayers. Please join us in thanking Tera for her many years of local and state public service."

📰 Bedford Gazette: State's Addiction Recovery Services Evolving |
From The Bedford Gazette:
"Successful recovery from drug addiction goes beyond overdose reversal drugs and rehab, advocates say, amid a statewide push to prioritize social and community support for former users.
“'People that use substances aren’t bad people and I think the realization is setting in that (addiction) can happen to anybody,' Breanne Pugh, a project coordinator with the Washington County Drug and Alcohol Commission, said.
"In Washington County alone, the commission gave out more than 2,000 Narcan kits in the last year to better prepare the public if they encounter anyone who’s overdosed. After Pennsylvania expanded naloxone access in 2018, the emphasis was on getting it to first responders, but in recent years has included the general public as well." Story continues. |
