Docket No. 20003-228-EN-23 (Record No. 17419) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission?s (Commission) Rules and Regulations, notice is hereby given of the Application of Cheyenne Light, Fuel and Power d/b/a Black Hills Energy (Cheyenne Light or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to construct and operate a new 115 kV substation and two new 115 kV transmission lines, modify and extend four 115 kV transmission lines, and construct four new 115 kV load-serving transmission lines and related facilities.
