SB 423 will streamline the production of new, affordable housing in our cities by extending and expanding the provisions of SB 35 – a law which has led to the construction of over 18,000 homes across our state. The law expires in 2025, but SB 423 extends it to 2036.

SB 35’s streamlined approvals have proved to be enormously successful. A new study from the Terner Center found that SB 35 has led to more than 18,000 affordable homes being approved for construction across California. It has become the streamlining method of choice among affordable housing developers, who told the Terner Center that SB 35 has made the approval process for new, multifamily infill housing faster, cheaper, and easier.
But SB 35 expires at the end of 2025. SB 423 extends its provisions—and adds strong new labor standards that ensure that the California workers who build our affordable housing have stable, high-wage jobs with health benefits.
