John,

This month, I was proud to introduce the John R. Lewis Voting Rights Advancement Act to protect the right to vote and safeguard American democracy by restoring and modernizing the full protections of the Voting Rights Act of 1965.

This legislation is named after the late John Lewis, an iconic leader of the Civil Rights Movement, a longtime representative in Congress for Georgians, and a dear colleague and friend to me.

While in the House, John Lewis led this legislation, and I was proud to stand by him. Now, Iā€™m honored to continue the fight for voting rights.

This bill, which honors John Lewis and continues his legacy as a civil rights leader and member of Congress, will restore crucial protections for voters and protect the right to vote.

But why do we need to pass the John R. Lewis Voting Rights Advancement Act?

For decades, the Voting Rights Act of 1965 prevented states and localities with a history of voter discrimination from restricting voting access by requiring these jurisdictions to preclear new election laws with the Department of Justice or a U.S. District Court.

But in the last ten years, the Supreme Court has gutted the Voting Rights Act. In its disastrous 2013 decision in Shelby County v. Holder, the Supreme Court struck down the formula used to determine which jurisdictions are subject to federal oversight. And in July 2021, the Court further weakened the VRA in its decision in Brnovich v. DNC, making it more difficult to challenge discriminatory voting laws.

Since these Supreme Court decisions, state legislators have advanced hundreds of new restrictive and discriminatory voting laws targeting minorities, young adults, and the elderly. According to the Brennan Center for Justice, a near-record number of new restrictive voting laws have been passed in 2023.

We must pass federal legislation to protect voting rights and access to the ballot box. The John R. Lewis Voting Rights Advancement Act would create a new, contemporary structure to determine which states and localities have a recent history of discrimination and must have preclearance for new voting laws to prevent restrictive and discriminatory tactics from taking effect.
