EQB is required to submit this report to the legislature, documenting any obsolete, unnecessary, or duplicative statutes or rules by December 1 of each year. EQB conducted review of its rules and presents the following draft report for your review. Please note that any rule changes necessary for aligning, clarifying, or updating content will be categorized as 'housekeeping' and therefore not listed in this report.

CertainTeed Roofing Shakopee Expansion [ [link removed] ]

*Project description: *CertainTeed's Shakopee facility is proposing to install an asphalt blowing operation. This includes installation of several new lube oil storage tanks, as well as storage tanks used for the mixing and pre-heating of asphalt, including two new 1,000,000 gallon asphalt flux storage tanks with emissions controlled by a new regenerative thermal oxidizer or install new dust collection bags with Filler Silos. The project includes four rail sidetracks for unloading up to seven railcars of asphalt flux on each sidetrack. The permitted operational throughput would remain the same at 200,000 tons per year of asphalt.

*Project description: *The project proposes to extend 15th Street North approximately two (2) miles west from Pinecone Road North to 30th Avenue North and would include a south connection to 19th Avenue North. The proposed design isan urban two-lane road with dedicated turn lanes, curb and gutter, separate pedestrian and bicycle trail, lighting, stormwater management, and water and sewer utility extensions within a 100-foot right-of- way (ROW). The proposed street section would consist of a 36-foot-wide urban roadway, comprised of a 12-foot westbound driving lane, a 12-foot eastbound driving lane, and 6-foot-wide shoulders with curb and gutter. The project would include a new roundabout at the intersection with Pinecone Road.

Otter Tail to Wilkin Carbon Dioxide Project [ [link removed] ]

*Project description: *The Otter Tail to Wilkin Project consists of approximately 28.1 miles of 4-inch diameter CO2 pipeline and associated facilities in portions of Wilkin and Otter Tail counties. The Project would capture CO2 from the Green Plains Ethanol Plant near Fergus Falls and transport it to the North Dakota and Minnesota border south of Breckenridge. The Project would interconnect to a larger proposed CO2 pipeline network, referred to as the Midwest Carbon Express Project, to transport the CO2 to a sequestration area in North Dakota.
*Summary of scoping decision: *The Minnesota Department of Commerce will prepare an environmental impact statement (EIS) for the Otter Tail to Wilkin Carbon Dioxide Pipeline Project in Otter Tail and Wilkin Counties, Minnesota. The project is proposed by Summit Carbon Solutions, LLC. The EIS will provide information about the project, the regulatory framework associated with the project, the affected resources and potential impacts and reasonable mitigation measures; alternative pipeline routes; alternative technologies and scale; modified designs; impacts that cannot be avoided, irreversible and irretrievable commitments of resources, and cumulative potential effects. A Pipeline Rupture Analysis Study will be developed to support the assessment of environmental impacts from an accidental release of CO2 from the project. A no action alternative will be studied. The EIS will consider all reasonable mitigation measures.

Grindstone Dam Removal Project [ [link removed] ]

*Project description: *The DNR proposes to remove the dam on the Grindstone River in Hinckley and restore connectivity to the river channel. This would result in the permanent removal of the 26.6-acre Grindstone Reservoir, which is a public water basin. The removal is proposed because the dam is in poor condition, it presents a safety hazard, and it is a barrier to passage of fish and other aquatic wildlife on the river. The dam also does not allow for natural sediment transport and natural stream features or habitat diversity.

Fish kill reports
Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers.
