Our criminal justice system should focus on rehabilitation, not punishment. And that means ending cruel prison practices, such as solitary confinement.

The End Solitary Confinement Act, introduced by House Democrats, is a crucial move towards transforming our prisons and promoting a more humane approach.

Solitary confinement, a harsh disciplinary measure, inflicts profound psychological and physical damage on incarcerated people, leading to mental health issues, self-harm, and suicide.

The End Solitary Confinement Act is designed to:
  • Restrict solitary confinement to a maximum of four hours for de-escalating emergencies,
  • Ensure hourly staff interaction with inmates during these periods,
  • Guarantee at least 14 hours of daily time outside cells for incarcerated people,
  • Mandate regular federal reporting on self-harm, suicide incidents, and the use of solitary confinement.
President Joe Biden has pledged to overhaul the federal prison system, in part "by ending the practice of solitary confinement, with very limited exceptions." It's time for the administration and Congress to follow through by supporting the End Solitary Confinement Act.
