Weekly Newsletter from the Office of Congressman Andrew Garbarino If you were forwarded this email, click here to subscribe An update from the office of Congressman Andrew Garbarino SPOTLIGHT Andrew Recognized For Work To Safeguard World Trade Center Health Program For 9/11 First Responders and Survivors This week, Andrew was honored at a Commemoration of the 22nd Anniversary of 9/11 hosted by Citizens for the Extension of the James Zadroga Act Inc. in New York City for his "efforts over the years in fighting for injured and ill 9/11 responders and survivors" and his "instrumental work in obtaining additional funding in the 2022 Omnibus spending bill and one of the lead sponsors of the 9/11 Responder and Survivor Funding Correction Act of 2023 HR. 1294/S.569." Citizens for the Extension of the James Zadroga Act Inc. was created by the unions and groups that worked to get Washington to finally respond to the health crisis facing many, reopen the Victim Compensation Fund, and create the World Trade Center Health Program (WTCHP). On receiving the award, Andrew said,"Fighting to fund the World Trade Center Health Program is one of my top priorities in Congress. I am proud to sponsor the 9/11 Responder and Survivor Health Funding Correction Act, along with Senator Kirsten Gillibrand. This is not a partisan issue. It is a New York issue, it is an American issue, and it is an issue that we are going to work on together until it is resolved. I am honored to receive this recognition, but there is much more work to be done. We will keep chipping away at this funding shortfall piece by piece until we get all that the program needs." ANDREW IN THE NEWS Cyber experts say CISA should bolster threat hunting, visibility across federal networks " As the Cybersecurity and Infrastructure Security Agency revamps its flagship federal cybersecurity programs, industry experts say CISA should focus on bolstering threat hunting across agency networks and on increasing visibility into unmanaged devices. CISA is restructuring the National Cybersecurity Protection System (NCPS), long used to defend federal networks, into a big-data system known as “Cyber Analytics and Data System” or CADS. Meanwhile, it’s also building on the Continuous Diagnostics and Mitigation (CDM) program that provides agencies with cybersecurity tools, capabilities and services to find and address vulnerabilities across federal networks. Members of the House Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection are paying close attention to the progress of those programs as CISA updates them. 'The direction CISA takes these programs, and to what extent they are administered as true shared services with CISA covering continued costs, will dictate CISA’s posture toward other federal agencies moving forward,' Subcommittee Chairman Andrew Garbarino (R-N.Y.) said during a Sept. 19 hearing. 'Whether CISA acts as a service provider or an advisor toward other agencies is a fundamental question, and Congress and CISA must both be consistent in how they approach it, across CISA’s many missions and programs,' Garbarino added. WHAT'S NEW IN NY-02 Honoring the legacy of Officer Robert Kirwan This week, we honor Suffolk County police officer Robert Kirwan of the Emergency Service Unit and Veteran of the U.S. Army. Officer Kirwan succumbed to cancer that he developed during the search and recovery efforts at the World Trade Center following the 9/11 Terrorist Attacks. Officer Kirwan is a hero, and his memory and legacy will be remembered by his family, friends, and community. It's for Officer Kirwan and other 9/11 heroes like him that Andrew is committed to safeguarding 9/11 health care for all who need it. Andrew Recognizes Local Small Business For Their Achievements This week, the Hauppauge Industrial Association (HIA) recognized Long Island trades and associations for excellence. Andrew provided Congressional Certificates of Recognition to honorees who have all distinguished themselves in the Long Island business community in the areas of growth, leadership, and commitment to our region. Our local businesses are the backbone of our nation's economy and the livelihood of so many hardworking Long Islanders. These finalists have demonstrated impressive achievements in their industries and make our community proud. KEEPING UP WITH CONGRESS Andrew Reintroduces Bipartisan Bill to Prevent Veteran Suicides During Suicide Prevention Awareness Month Suicide rates among veterans are, on average, 1.5 times higher than those who have not served in the military. That is why Andrew reintroduced the Veteran Suicide Prevention Act, legislation designed to increase the available data on the root causes and risk factors for instances of veteran suicides. Specifically, the bill directs the Department of Veterans Affairs (VA) to compile a publicly available review of suicides by veterans in the last five years. In a statement, Andrew said, "It's unthinkable that so many American heroes are losing their lives to suicide after surviving the horrors of war. We must take action to safeguard our veterans' mental health..." Read more here. NYC Councilman Brings The New York City Story To Washington By Testifying Before Homeland Security Committee On The Border Crisis This week, Andrew questioned witnesses during a Homeland Security Committee hearing entitled “The Financial Costs of Mayorkas’ Open Border.” One of the witnesses, New York City Councilman Joe Borelli, brought the NYC story to Washington, testifying on how the border crisis is hurting New Yorkers. To pay for the influx of illegal immigrants into the city, New Yorkers will face fewer police and firefighters, cuts to housing for homeless veterans, fewer sanitation workers, and other reduced public services.
