Why the Republicans Chaos Caucus and Its Government Shutdown Should Make You Mad

One of the most basic duties of Congress ([link removed]) is to fund the government and keep it open, serving the American people. That's why the House is dubbed as having the "power of the purse." Unfortunately, this most basic responsibility seems to be too much for Speaker Kevin McCarthy ([link removed]) to manage. His unwillingness to negotiate in good faith with Democrats ([link removed]) , as he promised to do earlier this year ([link removed]) , is pushing our country toward a government shutdown.

That's unacceptable. The American people look to Congress to lead by example and to solve problems, not create them. At the bare minimum, they expect us to keep the government open. And now, instead of having Members of Congress stay here in Washington over the weekend working to find a solution, House Republicans ([link removed]) sent everyone home again, pushing us even closer to an expensive and harmful shutdown.

Amid all of this Republican chaos, it's easy to forget that we already agreed to a bipartisan solution to this crisis. The government does not have to shut down. Democrats and Republicans hammered out and agreed to spending levels for the next fiscal year back in May during the debt ceiling negotiations.

That's what makes the Republican majority's unwillingness to work with Democrats now so infuriating. The only reason we are on track for a shutdown is because Kevin McCarthy is going back on his word—and the American people deserve to know that.

Government funding packages are traditionally bipartisan because they have to be. In a closely divided government, cooperation is key, and both parties must be willing to work together to get things done, even when it means neither side gets everything they want. Bipartisan cooperation and compromise are the core of a functioning democratic government.

We can and must do better. As Chair of the New Democrat Coalition, a group of nearly 100 moderate House Democrats dedicated to breaking through partisan gridlock, I am working to reach a bipartisan compromise that avoids a government shutdown.

New Dem Vice Chair for Policy Spearheads Bipartisan 'Fix Congress' Caucus

This week, New Dem Vice Chair for Policy Derek Kilmer (WA-06) launched the Fix Congress Caucus, a bipartisan group of lawmakers committed to making Congress more effective, efficient, and transparent for the American people.

The primary goal of the Fix Congress Caucus is to provide a forum where members of Congress, their staff, and civic groups can:
– Convene to discuss issues impacting Congress’ efficacy including but not limited to data and technology, staff capacity, continuity, ethics, effective policymaking, civility and collaboration, and oversight
– Receive and provide information on congressional reform efforts, including implementation recommendations of the Select Committee on the Modernization of Congress (Select Committee)
– Serve as a forum to generate additional ideas on how to continue reforming and modernizing Congress, including covering topics previously untouched by the Select Committee

The new caucus is actively recruiting new Members to join.

Larsen Highlights Successes of Bipartisan Infrastructure Law During Hearing with Transportation Secretary Pete Buttigieg

Transportation & Infrastructure Committee Ranking Member Rick Larsen (WA-02) highlighted how the Bipartisan Infrastructure Law (BIL) is working in a bipartisan hearing with Department of Transportation Secretary Pete Buttigieg. Larsen set a forward-looking agenda to build on the successes of the BIL to create more jobs, keep the economy moving, and build cleaner, greener, safer and more accessible transportation systems.

Rep. Nikki Budzinski (IL-13) introduced H.R. 5506 ([link removed]) , the Hospitals As Naloxone Distribution Sites (HANDS) Act, to prevent overdose deaths and improve access to lifesaving naloxone. Introduced alongside New Dems Brittany Pettersen (CO-07) and Kim Schrier (WA-08), this bill would require Medicare, Medicaid, and TRICARE to cover the cost of naloxone when it’s provided to patients who are at risk of an overdose, before they are discharged, at zero cost to the patient.

Rep. Julia Brownley (CA-26) introduced H.R. 5583 ([link removed]) , the Climate-Friendly Food Label Task Force Act, which would establish an advisory panel at the U.S. Department of Agriculture (USDA) to study the development of a climate-friendly certification for food products. The task force would produce a report to Congress that provides recommendations for the development of a certification and labeling program that recognizes foods that are made and grown in a sustainable manner.

New Dems Hold Briefing on State of the U.S. Economy

This week, New Dems welcomed Congressional Budget Office Director Dr. Phillip Swagel, Brookings Institution Vice President and Director of Economic Studies Dr. Ben Harris, and Duke University professor and former Acting Deputy Director of the National Economic Council Dr. Ronnie Chatterji for a conversation on the current state of the U.S. economy.
New Dem Members Introduce No Budget, No Pay Act

This week, New Dem Reps. Wiley Nickel (NC-13) and Shri Thanedar (MI-13) held a press conference introducing H.R. 5653 ([link removed]) , the No Budget, No Pay Act. The legislation would hold Members of Congress financially accountable if Congress does not agree to a budget resolution or pass regular appropriations bills on a timely basis. New Dem Reps. Julia Brownley (CA-26), Lou Correa (CA-46), Josh Gottheimer (NJ-05), Jared Moskowitz (FL-23), and David Trone (MD-06) signed onto this legislation as original co-sponsors.
