Jung and coauthors find that MA generally had lower total
resource use, but by varying amounts across conditions, and that "this variation was explained by resource use for hospital inpatient services in MA relative to traditional Medicare."
MA enrollment was associated with increased resource use for imaging and testing, which account for a large share of low-value care.
Jung and coauthors conclude that MA has less resource use than traditional Medicare for those conditions where hospitalization can be avoided, but insignificant differences in resource use from traditional Medicare for conditions where hospitalization can be difficult to avoid, such as acute myocardial infarction and cancer.
