Dear New Yorkers,  

Last week, I emailed you about my decision to return a $432 million no-bid City contract to provide shelter services for new arrivals. 

There are just too many outstanding questions and concerns about DocGo, the vendor in question, as detailed in many alarming and disconcerting news articles. DocGo is a medical services company -- not a housing, social services, or legal services provider. And the company has made clear that it wants to leverage this contract to increase its business.  

That is why, today, my office is launching a first of its kind real-time audit to determine how the City of New York came to award the $432 million contract to DocGo. 

Look, New Yorkers deserve real-time oversight and accountability to understand how this price tag was reached, ensure that DocGo has the experience to provide the contracted services, and vet its integrity and responsibility. We aim to find the answers to these questions with this audit.

The DocGo contract also raises broader concerns regarding the Adams Administration’s utilization of emergency procurement, which I detail in my letter to the Department of Housing Preservation and Development. 

As per the emergency procurement guidance that my Audit team issued earlier this year, City agencies must seek to obtain as much competition in vendor selection as possible. Agencies must also check the integrity of vendors, that procurement rules are followed, that subcontractors are selected appropriately, and that there is enough in the budget to pay for the contract. 

It’s my job as Comptroller to ensure that these emergency procurement conditions are met. In the case of the DocGo contract, I have real concerns about that. 

I look forward to seeing what we will learn from auditing DocGo, and my team is already hard at work initiating the audit. I will keep you updated on what we find out.
