The Unhoused Bill of Rights is the first federal resolution to declare unalienable rights for unhoused persons and provide a blueprint for the federal government to permanently end the crisis by 2027. Developed through a health-centric, equity driven approach, the legislation was developed in coordination with community-led organizations and unhoused advocates.

Rep. Cori Bush, Co-Chair of the Congressional Caucus on Homelessness, has reintroduced the Unhoused Bill of Rights. Key provisions included are:

End the unhoused crisis by 2027 through increased affordable housing, universal housing vouchers, and robust funding for federal housing programs and services.
Declare the crisis a public health emergency via the Department of Health and Human Services (HHS).
Protect the human rights of unhoused individuals, including access to housing, healthcare, education, and employment.
Allocate historic federal funding for 24/7 support services like shelters, transitional housing, and public facilities.
