Veterans, LGBTQ+ people, disabled folks, and communities of color face disproportionately higher risks of homelessness. The nation's housing crisis exposes them to more surveillance, harassment, and arrests, while also limiting their access to services, jobs, and civic engagement.

The Unhoused Bill of Rights is the first federal resolution to declare unalienable rights for unhoused persons and provide a blueprint for the federal government to permanently end the crisis by 2027. Developed through a health-centric, equity driven approach, the legislation was developed in coordination with community-led organizations and unhoused advocates.

The United States has the resources to end poverty and homelessness. Every day we do not is a moral and political failure. Sign on to help build public support for the Unhoused Bill of Rights.

The housing crisis is worsening, with costs soaring and wages lagging behind. This grim reality has pushed more families into homelessness. We have the means to guarantee housing as a human right; what we lack is the political will to make it a priority.

Rep. Cori Bush, Co-Chair of the Congressional Caucus on Homelessness, has reintroduced the Unhoused Bill of Rights. Key provisions included are:
  • End the unhoused crisis by 2027 through increased affordable housing, universal housing vouchers, and robust funding for federal housing programs and services.
  • Declare the crisis a public health emergency via the Department of Health and Human Services (HHS).
  • Protect the human rights of unhoused individuals, including access to housing, healthcare, education, and employment.
  • Allocate historic federal funding for 24/7 support services like shelters, transitional housing, and public facilities.
It's time to dismantle the systemic barriers to housing. Let's commit to leaving no one unhoused, ensuring everyone has a roof over their head, exactly when they need it.
