New Research: Immigrant participation in WIC plummeted after Trump public charge NPRM
A new study published in the Journal of Immigrant and Minority Health shows the public charge chilling effect in action. The study documents the steady decline of participation in the WIC program among pregnant immigrants in 2019 when the Trump public charge rule was announced (decline of 11.4%) and then published (decline of 19%). The results of this study suggest that pregnant immigrants may decide not to participate in the WIC program due to the fear of jeopardizing their immigration status.

Partner Highlight: Seguro TX
This week PIF would like to celebrate our Texas PIF state coalition, Seguro Texas, who are tackling disenrollments caused by the Medicaid Unwinding with an ambitious outreach effort. Seguro Texas is partnering with other Texas-based campaigns and organizations to organize a tele-townhall on Wednesday, Sept 20th to reach Medicaid participants in Texas with information they need to keep their coverage or enroll in other affordable health insurance. The event will include dialouts to 200,000 phone numbers of their target population. More than 400 enrollment assisters in health centers across the state will be standing by to follow up with tele-townhall participants. All participants who indicate they need assistance or would like additional information will receive a call back from an enrollment assister near them within 48 hours. Correction: Medicaid Unwinding
Last week’s newsletter included an article about the U.S. Centers for Medicare and Medicaid Services’ (CMS) recent actions on Medicaid “unwinding.” CMS had written state Medicaid directors to address a concern that a number of states are conducting ex parte renewals improperly. Our summary of CMS’ concerns noted that “if a U.S. citizen child’s eligibility can be redetermined ex parte, but their immigrant parent is no longer eligible, they would disenroll the whole household.” We inadvertently omitted a procedural step. The sentence should have read “if a U.S. citizen child’s eligibility can be redetermined ex parte, but their immigrant parent is no longer eligible , the state would send them a renewal packet, and if it is not returned, would disenroll the whole household.” Apologies for this error, and thanks to our friends at CLASP for catching it.
