Medicare Switching
Lanlan Xu and coauthors at the Department of Health and Human Services investigate trends in enrollment growth in Medicare Advantage (MA) between 2006-22, including switching patterns between MA and traditional Medicare Advantage.

Using data from the Centers for Medicare and Medicaid Services Medicare Enrollment Database, Xu and coauthors find that MA enrollment has grown steadily since 2006, increasing from 6.3 million in December 2005 to 30.3 million in December 2022.

The researchers conclude that this trend was mainly driven by beneficiaries who switched into MA from traditional fee-for-service Medicare.

"By 2022, the switching rate from fee-for-service Medicare to MA outpaced the switching rate from MA to fee-for-service Medicare by more than six times."
